Three arrested, 445 ticketed at rave  [markpasc.org]

Though the few arrests were "drug related" (I assume that means possession), the ticketing of all those other people appears to be for simply attending the event.  So, when did they outlaw techno music? 

"'Rave parties are not going to be part of our community and are not going to be tolerated,' Lt. Robert Purdy said of such underground gatherings of youths that feature techno music." 

The last time I attended a rock concert, there were some people indulging in "controlled substances."  But, I wasn't ticketed for being there at the same time, just listening to music. (It was the Guess Who, if you're interested.)
