Though the few arrests were "drug related" (I assume that means possession), the ticketing of all those other people appears to be for simply attending the event. So, when did they outlaw techno music?

The last time I attended a rock concert, there were some people indulging in "controlled substances." But, I wasn't ticketed for being there at the same time, just listening to music. (It was the Guess Who, if you're interested.)
