From Reuters April 19, 2004 link of Pentagon explanation as to how they spent the money. What do we know about Rep. Bill Young of Florida? His importance may become something of note sooner rather than later.
Update:
House Appropriations Chairman Bill Young, R-Fla., said the $700 million was small compared with $159 billion in additional money Congress has provided to fight terrorism since the 2001 attacks. "Because of the lack of specificity in the Woodward account, it is impossible to determine what specific funds he is alleging were spent without Congress' knowledge," Young said.[USA Today]
Update again:
A rough first estimate showed that the decision to keep 20,000 troops in Iraq for some 90 days longer to deal with increased violence will cost about $700 million, Gen. Richard Myers, chairman of the Joint Chiefs of Staff, told the House Armed Services Committee. [Boston Globe]
That shouldn't be a problem. The Pentagon routinely shuffles $700 million dollars around without disturbing the busy congressmen at the Appropriations committee. Heck Bill even says that's a small amount.
