IBM complains about Microsoft pushing SALT (they would say that because they co-authored VoiceXML). IBM takes the high ground (submitting proposals to the W3C), but does SALT have more industry support? - it's all getting a bit messy.
The argument used to be about VoiceXML vs SALT. Meantime, Speechtech magazine, in an article that itself exemplifies the argument for separating presentation from content, offers this comparison of VoiceXML and SALT.
Two things we know: there will be standards, and they will come together, even if it takes a while. But let's leave the last word to speech-rec industry pundit Bill Meisel: "Neither SALT nor VXML turns a developer into a speech programmer".
So let's get on with it so we can focus on creating get applications for people to use.
