Start on Ethics Congress Makes a Good Start on Ethics. After years of scandals ending in indictments, FBI raids, resignations and prison sentences for a number of members of Congress, ethics emerged in last fall's mid-term elections as one of the biggest issues concerning Americans. Nearly two weeks ago, the House took a step forward by imposing stronger gift and travel restrictions as part of its rules package.
