Friday Notes 2.  An on-line resource for NEILSA Librarians

Dear Iowa public librarians,
As you know, the Library Service Areas and the State Library of Iowa are collecting information about the impact of the Reinvention bill on Iowa's public libraries' budgets, and we have asked each public library to fill out an online survey consisting of 21 questions about their FY04 budget.
To date, about 70% of Iowa's public libraries have responded. If you have not yet completed the survey, please do so within the next few days. The survey will close at the end of the day on Monday, December 15.
We will use the data from the survey to inform legislators, the Iowa League of Cities, and others about the effects of the Reinvention Bill on public libraries. Please make sure that you have contributed your's library's information to this important effort.

VAN SERVICE:
AEA 1 (Keystone), the last delivery from the LSA for the library stops will be Wednesday, December 17, the AEA will last deliver to the library stops on the regular Thursday (18) & Friday (19) deliveries. They will resume regular delivery on Monday, Jan. 5,  2004.
AEA 267, the last delivery for the library stops will be Friday, December 19. They will resume  regular delivery on Monday, Jan. 5,  2004.
NOTE: This would be a good time to send your AEA a note of thanks for this service, and to let them know what it means to your library.  A carbon copy to your legislators would not hurt either, this is an example of interagency cooperation [AEAs, LSA & local school/library] that does not show up on legislative windshields at budget cutting time except as a dead bug after it has been killed by the legislative ax.

Good Morning! Hope you all enjoyed your Thanksgiving holiday; now Christmas
is nearly upon us:-) This time in EYE-OPENER:

1) Public Hearings with Governor Vilsack: This week and next, Governor
Vilsack has scheduled a series of public hearings around the state. These
hearings are intended to solicit Iowans' ideas and concerns about the
state's budget situation. "Budgets are more than just numbers--budgets
reflect our values and priorities and they affect people's lives," the
Governor has said. "We're all in this together, so we look forward to
hearing directly from the people of Iowa their thoughts about how we can
continue the progress we've made and protect our values."
The northwest Iowa location is scheduled for this Thursday, December 11th,
at 6:00PM at Western Iowa Tech Community College here in Sioux City (4647
Stone Ave., Building A Lecture Hall) This represents a great advocacy
opportunity for public library trustees, staff, Friends, and library
supporters. Let your voice be heard--and your opinion known--about the
importance of healthy funding for Iowa's library community, including
funding for DIRECT STATE AID, OPEN ACCESS, and ACCESS PLUS, in addition to
critical funding needed at the local level, at the LSA level, and at the
State Library level. Our library community is "all in this together" too
and libraries at all levels need public funding replenished. If you value
libraries--and support agencies like the LSAs and the State Library--here's
a golden opportunity to make that known to the Governor himself. Thanks
for your help!

2) Deadline for Direct State Aide Status Report/Final Report: The deadline
to return your DIRECT STATE AID STATUS REPORT/ FINAL REPORT is coming up
next Monday, December 15th. This form is to be completed and returned to
the State Library; it simply asks how your library has used--or intends to
use--it's share of the DIRECT STATE AID money. The form can be downloaded
from the State Library's website at:

If you've not actually spent the money yet, then circle "STATUS REPORT" on
the form and fill in the rest, explaining your plans for the money. If you
have in fact spent the money, then circle "FINAL REPORT" and fill in the
rest, indicating what you spent the money on. (If it turns out to be a
"STATUS REPORT" at this point, then you'll need to send a final report next
July...)
This reporting form is required of every library receiving DIRECT STATE AID.
>From your reports, the State Library is able to submit its report to the
State Legislature in January, relaying the positive impact that this program
has on Iowa's libraries. Please honor the December 15th deadline. And if
you have questions--or need a copy of the form--let us know:-) Thanks!

3) Deadline for Ordering Summer Reading Materials: Another deadline is
looming, this one maybe easy to miss. It's the deadline for ordering your
incentives and prizes for the coming 2004 Summer Reading Program. Note that
the first deadline to make the March shipment has passed. However, if you
would like your incentives shipped by April 1st, then you must order BEFORE
January 1st. So take a few minutes to look over the order form and make
your selections to guarantee that your Summer Reading Program supplies will
arrive in plenty of time.
The 2004 theme is "Discover New Trails @ Your Library," celebrating the
Lewis & Clark Bicentennial. Incentives are provided through UPSTART and
while you can order throughout the year, some products may be quickly sold
out or discontinued. The UPSTART order form was included as part of your
Summer Reading Program manual, which should have arrived at your library
several weeks ago. For questions, contact Karen Day at North Central

VILSACK/PEDERSON PUBLIC HEARINGS:
Please respond by making the contacts and telling how the library community serves Iowans and what it will take to maintain and develop the services.
The Vilsack/Pederson public hearing locations are listed below.
Library users, trustees and staff can address:
1. Funding for Enrich Iowa (Direct State Aid, Open Access, Access Plus), the
Library Infrastructure program, the Library Service Areas, and the State
Library.
2. The point that libraries of all types are an important part of the
educational structure in Iowa (through their support of both classroom and
lifelong, independent learning and their provision of informational
resources such as databases).
Can you help by attending one of the hearings and speaking for libraries?
Please email me if you will be attending. It would be powerful to have at
least a user, trustee, staff member at each hearing.

 Administration seeks insight from Iowans on state budget
 DES MOINES - Governor Tom Vilsack and Lt. Governor Sally Pederson today announced a schedule of six public hearings across the state where they will listen to Iowans' ideas and concerns about the state budget.

Collapse of county library system feared [Milwaukee Journal Sentinel]
"But it is the cost, not the potential savings, that may kill the federated library system. It costs about $1.4 million to transfer books and other materials among libraries or for non-resident borrowing. Currently, anyone with a library card can take out materials from any of the 14 city or 13 suburban libraries."

Please send Ken an e-mail that lists 1. Your library name, 2. your automation system (with version) and anyone you share it with - for example if the library and the school share a system, common database not just the same automation vendor.

IF you are planning to automate and have gone so far as to chose a vendor THEN it would be to your advantage to let Ken know (& NO I can not tell you why right now).

SURVEY time:
Ken is planning a class on DIRECTOR EVALUATION, out of this class will come a director evaluation instrument for boards to use in evaluating the director.  BUT I need some information from you in order to do this correctly.

In order to go on the list to be invited to take part in the Director Evaluation class you will need to do, and submit, some homework.  IF you do the homework (Santa will keep a list & check it twice) THEN you will get a director evaluation class invite.  Otherwise.....

    1:00 - TPM's and compliance with CIPA – In this part we will review the requirements of the CIPA law and various methods of complying including the use of filtering software, blocking, and selection.

    NCIPA law and the policy requirements of the law.

3:00 - 3:15 Break

    3:15 - Consortia Forms required for the clean-up application – DEADLINES.  We will also discuss the e-rate paperwork flow, SLD, PIA, TCSB and other things known only by letters.  We will also start reviewing specific policies of people who have copies with them.

Upcoming Grant Application Deadlines

We The People Bookshelf grants
The American Library Association (ALA) Public Programs Office and the National Endowment for the Humanities (NEH) are accepting applications from public and school (K-12) libraries for the We The People Bookshelf grants. Part of NEH's We The People initiative, the Bookshelf project will award the 15 Bookshelf books for young readers to up to 500 libraries across the country. Selected libraries are required to present programs that highlight the theme of "courage" and encourage young readers to explore these works.
Libraries interested in receiving the We The People Bookshelf grant can view the application and guidelines at http://www.ala.org/wethepeople or http://www.wethepeople.gov. Applications are being accepted online until
February 15, 2004 for Round Two.


1. The State Historical Society of Iowa has had the HRDP funding restored and is inviting applications for preservation projects in documentary collections, museums, and historic preservation. Basically my opinions are my own, shared by no one else (sometimes), and are not the opinions of my agency, my board, my co-workers, my parents, siblings, relatives, my dogs or most any other know life form.  Except, of course, those very bright concerned, sensitive, perceptive &, in general, well educated, widely read and cultured individuals who wish to share this peculiar road to ruin, as well as a couple of down & out drugged out beatniks from the good old days.
