VAN SERVICE:
AEA 1 (Keystone), will resume regular delivery on Monday, Jan. 5, 2004.

REMINDER: This would
be a good time to send your AEA a note of thanks for this service, and to
let them know what it means to your library. A carbon copy to your
legislators would not hurt either. The van deliver of ILL materials
is an example of interagency cooperation [AEAs, LSA & local school/library]
that does not show up on legislative windshields at budget cutting time except
as a dead bug after it has been killed by the legislative ax.

STATEHOUSE NEWS -- December 12, 2003
TRANSPORTATIONS DEPARTMENT COMMITTED TO IMPROVEMENTS
If Iowans think back throughout the years, they've noticed many changes with
Iowa's roads. Some of these changes have to do with advancements in technology,
from electronic signs over the roadway to the pre-pass technology for semi
trucks on the interstates. These technological advancements allow for the
Department of Transportation and other agencies to better serve the public.
Intelligent Transportation System is defined as "applications of information
and technologies designed to improve the movement of people and goods." While
these applications are being used across the nation, Iowa's initiative, On-Track,
uses the technology in a variety of ways. Details about On-Track can be found

511 and I-235
Last winter was the first time that travelers were able to dial "511" on
either their wireless or wire line phone and get specific road reports for
free. This information is also available on the internet by going to www.511ia.org.
June of 2004 is the scheduled completion date for the installation of video
cameras and radar speed sensors in greater Des Moines to help with the possible
congestion as work continues along Interstate 235. These cameras and sensors
will monitor the traffic flow and report to DOT personnel when and where
congestion is occurring. DOT will then notify the public through 511 and
overhead signs to warn travelers of the problems. When necessary, DOT will
notify Highway Helper, law enforcement or emergency personnel.
This system is portable, so once I-235 is completed, it can easily be relocated
to another part of the state. Federal Congestion Mitigation and Air Quality
funds are paying for 80% of this system. DOT believes that once a community
experiences this type of technology, they will want to keep it in place.
Amber Alert
Overhead signs on interstates have been used in other states to inform the
public of missing persons. This has been successful, and Iowa's AMBER Alert
Plan became effective March 13, 2003. Details of this can be found at www.iowaamberalert.org.
This is another example of a coordinated effort between various agencies
using technology for the public's safety.
Automated Bridge De-icing
Currently, DOT is experimenting with an automated bridge de-icing system
on a westbound bridge on US 30 over Cedar Rapids. Equipment that has been
installed is able to determine pavement conditions, wind, and precipitation.
DOT personnel are then able to authorize, by phone or computer, the release
of liquid chemicals to prevent ice build up on the bridge. DOT reported that
it is easier and cheaper to install this system when building the bridge,
but an existing bridge can be modified for this system.

the library.
Please send Ken an e-mail that lists 1. Your library name, 2. your automation
system (with version) and anyone you share it with - for example if the library
and the school share a system, common database not just the same automation
vendor.

IF you are planning to automate and have gone so far as to chose a vendor
THEN it would be to your advantage to let Ken know (& NO I can not tell
you why right now).

SURVEY time (con't):
Ken is planning a class on DIRECTOR EVALUATION, out of this class will come
a director evaluation instrument for boards to use in evaluating the director.
BUT I need some information from you in order to do this correctly.
In order to go on the list to be invited to take part in the Director Evaluation
class you will need to do, and submit, some homework. IF you do the
homework (Santa will keep a list & check it twice) THEN you will get
a director evaluation class invite. Otherwise.....

in and wants you to know that he will be "on holiday" for the week of Christ
Mass.

a FINAL edit of the application FAX this weekend:

for next year, check it carefully and if ANYTHING is incorrect write the
correct information on the sheet and fax it back to the NEILSA office.

Upcoming Grant Application Deadlines
We The People Bookshelf grants
The American Library Association (ALA) Public Programs Office and the National
Endowment for the Humanities (NEH) are accepting applications from public
and school (K-12) libraries for the We The People Bookshelf grants. Part
of NEH's We The People initiative, the Bookshelf project will award the 15
Bookshelf books for young readers to up to 500 libraries across the country.
Selected libraries are required to present programs that highlight the theme
of "courage" and encourage young readers to explore these works.
Libraries interested in receiving the We The People Bookshelf grant can view
the application and guidelines at http://www.ala.org/wethepeople
or http://www.wethepeople.gov. Applications
are being accepted online until
February 15, 2004 for Round Two.
1. The State Historical Society of Iowa has had the HRDP funding restored
and is inviting applications for preservation projects in documentary collections,
museums, and historic preservation. Deadline is January 15, 2004. For details
