At their August 3 meeting, the Iowa Commission of Libraries approved the


4th edition of In Service to Iowa: Public Library Measures of Quality.


The measures will go into effect on October 1, 2004.





The Standards Advisory Task Force and the State Library developed the 4th edition and there were two information sessions for librarians and trustees on the ICN. The voluntary Accreditation and Standards Program






encourages the ongoing development of high quality library services in Iowa. There are 525 public libraries (96.6%) participating in the Accreditation and Standards Program by having a current application and report form on file. There are currently 266 accredited public libraries.





More information, including a copy of the new standards, will be sent to libraries as soon as they are printed. To view a copy of the new standards on the web, go to www.silo.lib.ia.us and click on "For and About Iowa Libraries" and then "Accreditation and Standards."







Each public library will receive multiple copies of the 4th edition. These copies should be available in early September. The Application and Report Form based on the 4th edition will be mailed to libraries in early October. The Application and Report Form will be due January 30, 2005. The October mailing will include a list of libraries that need to renew accreditation and libraries that need to file an updated report.







Libraries that were due to renew accreditation in June of 2004, and those libraries that will need to renew accreditation before June of 2005, will need to submit the Application and Report Form by January 30, 2005. Those libraries will receive notice of accreditation by June 30, 2005 or earlier if there are questions about the application.



Enrich Iowa tier status for FY 2006 (July 1, 2005-June 30, 2006) will be based on the 4th edition of In Service to Iowa

1) ILA Conference Commercials: Today's edition of EYE-OPENER marks the second installment in a new series called "ILA CONFERENCE COMMERICIALS," promoting the Iowa Library Association's fall conference in Sioux City October 13-15, 2004. Beginning the series with a fun after-hours event, last week highlighted Tuesday night's program called "Puttin' On The Glitz." (October 12th of conference week) In today's issue, a word about ILA memberships for staff and library boards.
Did you know that first-time members can join ILA at half price after July 1st? The normal membership fee for public library trustees is $30.00. However, by joining after July 1st, trustee first-timers pay only $15.00. The normal membership fee for library staff is on a sliding scale, based on salary; the same 1/2 price fee holds true for new staff memberships as well.
So if you're planning to attend the conference--and we expect a great turnout from Northwesterners this year--and if you are not already an ILA member, now is the time to join for 1/2 off the normal fee. Plus, your new ILA membership then discounts your conference registration by another $30.00. Example: "ILA Member Full Conference = $75.00" VS "ILA Non-Member Full Conference = $105.00." So there's no time like the present to join.
Sadly, Northwest ILA memberships lag behind the rest of the state. To date, there are a total of 1,400 ILA members statewide. While Northwest LSA boasts the largest number of libraries and the largest number of trustees, ILA memberships up here are very low. Currently, of the 1400 members statewide, 176 are from Northwest Iowa, staff and trustees combined. That's about 12%--I'm thinking we can do better! So I'd like to issue a challenge, asking EVERY Northwest library director and EVERY Northwest board president WITHOUT an ILA membership to join this month. Why not make August "ILA Membership Month!"

2) Denison Library Celebrates 100 Year Anniversary: The Norelius Community Library in Denison celebrates a milestone this weekend: 100 years of service! Library staff have been busy planning a great program--and Northwest colleagues are welcome to attend. The Centennial Celebration is scheduled for this Sunday August 8th. An open house runs from 1:00--5:00, with a program beginning at 2:00PM. Mary Wegner and I have been invited to speak, along with city and county officials. Barbershop quartets, a quilt presentation, and lots of refreshments are all part of the festivities. Weather permitting, the program will be held outside, in the street west of the library where the original dedication ceremony was held in 1904. In case of inclement weather, the program will move to the Fellowship Hall in the Methodist Church across the street. The Norelius Community Library is located at 1403 First Avenue South. Hope to see many of you at Denison's Library this Sunday August 8th!
3) Lake Park Library Celebrates New Building: Another library celebration of importance, this time in Lake Park when city and library officials dedicate a combined public and school library building. An open house and dedication ceremony are scheduled for Saturday August 14th, with the program beginning at 1:30PM in the new Harris Lake Park MS/HS Gymnasium at 905 South Market in Lake Park. The new complex combines an auditorium, a gymnasium, a wellness center, walking trails--and a combined public / school library. The dedication will consist of short speeches by various individuals associated with the project. Expected to attend the event are Senator David Johnson, Representatives Greg Stevens and Roy Chambers, and individuals from the Vision Iowa Board; Governor Tom Vilsack has also been invited. 4) Two Workshop Cancellations / Postponements: Please note these recent cancellations / postponements of two NWILS workshops. First up, "TRUSTEE TIME & TALENT" originally scheduled for this Saturday August 7th in Milford HAS BEEN POSTPONED until Saturday November 13th, back in Milford. Attendance for this Saturday was far too low to justify going ahead. (Saturday doesn't seem to be the factor, but instead the month of August that's causing problems; we'll hope for much higher numbers on Saturday November 13th...)
At this point, we're still planning to offer this same workshop in Carroll on August 21st. Please note that registrations for the Carroll location are also low; we'll make the decision to cancel in Carroll by August 16th if numbers don't rebound. Library boards in and around Carroll County are asked to register soon, so the workshop can go ahead as planned. Second up, "The Pathfinder Project" workshop, scheduled for this Wednesday August 4th, is cancelled due to low registrations. However, there are still two other Pathfinder workshops happening next week: August 10th @ Western Hills AEA in Sioux City and August 12th @ Manson High School. Both classes take place in computer labs and both classes still have room. To those few who were going to Sheldon: if your schedules allow, you're welcome to re-route yourselves to either Sioux City or Manson--still room in both locations. "If you've visited WebJunction lately, you may have noticed that the scope of the community has grown. In late June, Web sites for five WebJunction Community Partners opened their doors. These first Community Partners are state libraries who are using WebJunction's technology to create customized versions of the site, where they will post state-specific content, create online community, and host online training for the libraries they support."

FIFTH ANNUAL SALES TAX FREE HOLIDAY WILL BE AUGUST 6th AND 7th





The fifth annual Iowa sales tax free holiday will begin at 12:01AM on Friday, August 6th and will end at midnight on Saturday, August 7th. The tax holiday does not include Sunday.



Eligible items will be exempt from both the state and local options sales taxes.





Legislation was adopted in 2002 establishing annual sales tax free holidays. Based on previous years, this will help Iowa families get ready for the school year by saving them about $1.6 million in sales taxes.





Applies to Clothing Priced Under $100



Only clothing and footwear costing less than $100 are exempt from the sales tax. But this does not apply to items designed primarily for athletic or protective use or accessories such as jewelry, watches, handbags, wallets, or rented items. It also does not apply to clothing alterations and repairs.





Iowa Department of Revenue rules clarify eligibility for the sale tax exemption, including:



1. Items normally sold as a single unit cannot be separated in order to lower the cost of component items to less than $100.



2. A manufacturer's coupon or rebate does not reduce an items price -- but a store issued coupon does reduce the price to determine whether it cost less than $100 and is tax exempt.



3. An item bought with a previously issued gift certificate is tax exempt. Since the sale of gift certificates is already tax exempt, no tax refund is owed the buyer of the gift certificate.



4. A layaway sale is tax exempt, if final payment for the item has been made and the customer takes delivery during the exemption period.

[Confusion exists the B.E.A.R. is a reimbursement (check) for which the Consortia will apply at the end of the funding year, the Consortia only does B.E.A.R.'s at that time. Discounts are applied for with the Form 486]

At the end of July we will send out a request for bills from all libraries that have not received their credits, these will be used to file for reimbursement. The filling for the B.E.A.R. (Form 472) will go in at the end of July and we will close the Funding Year 2003 at that point.
SO: IF you have not started receiving discounts or if you have already told us you want a refund check send us a copy of all the bills from July 2004 to June 2004 AFTER you get the July 2004 bill from your vendor; PLEASE send a copy of all the years bills (12 bills) in one envelope and mark the envelope Attn: Glen/BEAR. NEILSA provides and/or teaches continuing education classes on topics that are specific to the needs of the librarians AND that are not offered elsewhere. For example: while we certainly have the expertise to teach a class on completing and filing the SLD e-rate forms, we have no intention of doing a class on the subject. Why? Because: 1. Pamela Pfitzenmaier, Ph.D. Director, Educational Telecommunications, Iowa Public Television teaches a fine series of ICN classes on the topic and
2. most of the NE libraries are in the Consortia and so do not need the detailed information about Forms 470, 471, 472, 486 and on and on and....

What we do offer is 1 and 2 hour sessions on specific topics at county meetings at no charge for an appropriate number of credits toward recertification. We also offer classes on library specific topics, such as the Cataloging class and the upcoming "Get Organized" class for librarians and trustees. If you need a class on bookkeeping you can get it at our fine community colleges or in some high schools adult education offerings.
Finally, we also offer a Mentoring program, special classes for boards, and individual topic(s) of concern classes. But all of these are offered to individuals or to specific libraries and are not (generally) announced to all.

You are also encouraged to attend classes offered by other LSA's, announced classes offered by BCR, or classes offered through the State Library CE catalog. On several occasions the Friday Notes 2 has promoted classes offered by other organizations such as the "Preservation 101" series offered by ICPC, or the tutorials offered by ALA, Self Directed Learning Opportunities and classes offered by Web Junction.

IF you need something, you have but to ask and NEILSA will be happy to help you find what you need, develop an individual education plan or investigate a topic of interest to you. BUT you have to ask, we gave up our mind reader with the last budget cut.

This was so popular at ILA Annual meeting last year that the room was FULL and people were turned away.
I will be sending a packet of materials to trustees about the LSA, the "Get Organized" program, you might want to be prepared for questions if you have not been educating your board about LSA services (existence).

Description: Get Organized examines areas of your work life to identify ways you can be more efficient, ordered, and organized. You'll learn how to:

* Organize your work space.
* Eliminate the clutter in drawers, closets, and on shelves and bookcases.
* Throw away stuff you aren't using.
* Buy office products that will help you stay organized.
* Buy software that will help you organize your calendar, to-do lists, and address book.
* Reduce the amount of paper that you accumulate.
* Stay ahead of filing.

Getting organized and staying organized is a great way to reduce the stress in your life and feel more confident about yourself and the work you are doing.

GRANTS:

The American Library Association (ALA) and the National Endowment for the Humanities (NEH) are accepting applications for the We The People Bookshelf on "freedom" grants. Part of the NEH's We the People initiative, the annual grant project will award sets of 15 classic books for young readers to 1,000 libraries across the country. Libraries interested in receiving the collection are required to develop and host a program to introduce the collection and its theme of freedom to students and/or patrons.
Guidelines and applications for Round One are available online at www.ala.org/wethepeople until October 20, 2004. Applications for Round Two will be accepted from December 16, 2004 to February 16, 2005.

Building Consulting Grants

The State Library allocates Library Services and Technology Act (LSTA) funds to provide Iowa libraries with building consultation. These grants allow librarians to get professional advice from impartial consultants who provide guidance and recommendations to library staff, city officials and the community on the extent and complexity of a building project. The building consulting grants have been funded by the State Library since fiscal year 1994. Grants of up to $2,500 will be awarded as funds are available. A library that has received the entire $2,500 grant is not eligible for another one.
