Collection Development in an Electronic Age Print, CD or online? Audio, video, print or all three? DVD and/or

videotape? Spoken word audio tape or CD, abridged or unabridged? What about e-books? Making collection decisions has never been more complex, with constantly changing formats and reader interests and a proliferation of competing demands. This workshop provides tools to help selectors balance print and electronic resources.

1. E-rate Survey Results: 69 NW libraries participated in “E-rate Survey Monkey.” Here’s what we learned from you:

·        65% of respondents are participants/ 35% had never participated

·        75% of respondents are filed for by NWILS/ 25% are self-filers

·        88% of libraries we file for are “extremely pleased; 9% “pleased”; 1% “satisfied”

·        Reasons for dropping out of the program, highest to lowest:

ü      phone or Internet became free

ü      discounts not worth the time and effort

ü      filtering cost would exceed the Internet discount

ü      TPMs are too confusing

ü      CIPA is too restrictive

ü      intellectual freedom concerns

·        Reasons for not participating, highest to lowest:

ü      Internet is free

ü      not have enough information

ü      phone is free

ü      bills are low

ü      budget is adequate

ü      other reason

ü      board reluctance

·        Far and away, the bills librarians most want discounts on are phone and fax

·        80% of respondents do not expect to change telecommunications soon

·        44% have technology plans reaching 2006

·        84% have an “Internet Child Safety Policy”

·        56.5% would be willing to pay a modest annual fee for NW filing; 43.5% would not

·        8 new participants want to join

 

2. E-rate Year 8 Sign-up: Based on survey results, NW’s Board has decided to make no changes in the E-rate service for one year. There will be a one-year grace period for filing fees, if implemented. Plus a one-year grace period for new filers to join on.

 

Year 8’s application process is beginning. So here’s what you need to do.

Current participants: Pull out your Form 470 from last year.

  • Have you made any changes in Block 2 “Summary Description of Needs or Services Requested”?
  • Do you intend to make any changes by June 2006?
  • Have you added or subtracted any phone lines, fax or Internet?
  • Do you intend to add, subtract or change any before June 2006?
  • Have you ramped up to a DSL?
  • Changed from dial-up to high speed Internet?
  • Decided to ask for Internet discounts, after all?

 

If the answer is “No” to all questions, I do NOT need to hear from you. I’ll just go with what you’ve got.

 

But if you answered “Yes” to any question, I DO need to hear from you, ASAP.

 

New Participants: Give me a call or e-mail me, ASAP, and I’ll send you a sign-up packet.

 

3. New Round of EBSCO Stumpers: A new round of 20 EBSCO Stumper questions begins Monday, September 6th. Questions and answers will be composed and sent out by Northwest Iowa Library Services for the next 20 weeks. Each Monday, a new question will be posted on iowalib. Each Friday, the answer will be posted. Iowa public librarians and staff may join in at any time. Answering 4 questions earns you 1 continuing education credit. Participants must send their answer before Friday to their own Library Service Area. Northwest participants, Janie will issue you each credit when you’ve answered 4 questions.

 

Many thanks to Southwest Iowa Library Services for launching the first series of EBSCO Stumpers last winter and spring. Sue, you sure set the bar high. And many thanks to the State Library’s Judy Jones and Barb Corson for their well-planned and well-executed ICN presentations. To see it is to understand it.

 

4. Lakeside Learning – Motel Reservations: If you’re coming from afar to Lakeside Learning’s two-day event, maybe you’d like to stay overnight with colleagues at the Super 8 Motel. Each year, we set aside a block of 12 rooms. Seven are spoken for. One, Estherville, is seeking a room-mate. Five rooms remain. Each holds two full-sized beds, convenient for room-sharing, and includes a complimentary continental breakfast. Room cost is $49.00 plus tax. State tax can be waived by bringing along your city’s (or library’s) tax-exempt number. However, the motel/hotel tax applies regardless. Please e-mail or call Chris if you’d like to reserve a room. Super 8 needs a list of all names (including who’s rooming with whom) by September 14th. So please think about it and let us know soon.

 

5. September Library 101: On September 30th, “Library 101,” specifically designed for new library directors, but also open to any interested staff old or new, will broadcast via the ICN. A complete list of ICN rooms can be found on the Library 101 web site:

6. Labor Day Closing: Northwest Iowa Library Service Area’s office will be closed on Monday, September 6th.  So if you don’t see a “Monday Morning Eye-Opener” that day, don’t be surprised. Blame it on a labor shortage!

SLD TEMPORARILY SUSPENDS ISSUANCE OF FUNDING COMMITMENT DECISION LETTERS (8/19/04)

USAC has been directed by the FCC to move to government accounting standards by October 1, 2004, and this has raised potential budget authority issues that may impact USAC. As a result, SLD has not issued FCDLs for any Funding Year since August 3, 2004, and will be temporarily suspending further issuance of such letters. USAC is working with the FCC to resolve these issues and, once that happens, SLD will resume issuing commitment letters. In the meantime, SLD is continuing to review applications so that, when the matter is resolved, we will be in a position to issue FCDLs. USAC expects the issue to be resolved in the near future.

Gates Training for Fall 2004 has been scheduled.   The classes will be 9:00-12 noon  and 1:00-4:00.  Day one is Teaching Computers to the Public is offered twice.  Day two is Troubleshooting Computers in the morning and Computer Security in the afternoon.  Each of the classes will be limited to 25 people.  The State Library will take care of registrations.   Online registration is available.

GRANTS:
 
The American Library Association (ALA) and the National Endowment for the Humanities (NEH) are accepting applications for the We The People Bookshelf on "freedom" grants. Part of the NEH's We the People initiative, the annual grant project will award sets of 15 classic books for young readers to 1,000 libraries across the country. Libraries interested in receiving the collection are required to develop and host a program to introduce the collection and its theme of freedom to students and/or patrons.
 
Guidelines and applications for Round One are available online at www.ala.org/wethepeople until October 20, 2004. Applications for Round Two will be accepted from December 16, 2004 to February 16, 2005.


By Sept. 15: Ezra Jack Keats Foundation 16th Annual Minigrant Program will award minigrants of $350 (a total of $40,000) to public libraries and public school libraries for innovative and imaginative programs that combat illiteracy. Building Consulting Grants

The State Library allocates Library Services and Technology Act (LSTA) funds to provide Iowa libraries with building consultation.  These grants allow librarians to get professional advice from impartial consultants who provide guidance and recommendations to library staff, city officials and the community on the extent and complexity of a building project.  The building consulting grants have been funded by the State Library since fiscal year 1994.  Grants of up to $2,500 will be awarded as funds are available. A library that has received the entire $2,500 grant is not eligible for another one.
