Public Library
Collection Development in an Electronic Age Print, CD or
online? Audio, video, print or all three? DVD and/or
videotape? Spoken word audio tape or CD, abridged or
unabridged? What about e-books? Making collection decisions has never
been more complex, with constantly changing formats and reader
interests and a proliferation of competing demands. This workshop
provides tools to help selectors balance print and electronic resources.
You do not need to be a member of the Iowa Small Library
Association to attend. For additional information and link to

Coming to "DINNER & A MOVIE?": Those of you registered to attend
tomorrow night's "DINNER AND A MOVIE" at LAKESIDE LEARNING will enjoy an
assortment of pizza, veggie trays, and beverages. The cost is $6.00 and you'll be able to pay-at-the-door,
although correct change or checks will be much appreciated. Registration opens
at 5:00PM; the program runs from 5:30--7:30. While dining on pizza, we'll watch
a video titled "SOLVING DIFFICULT SITUATIONS" and follow that with a roundtable
discussion. LAKESIDE LEARNING takes place at BVU in Storm Lake September
21--22. Please note that NWILS office will be closed Tuesday/Wednesday this
week, as our staff will be there too. Looking forward to a great LAKESIDE
LEARNING 2004--see you there!
2) Lake
City Hosts Lewis & Clark Events: Lake City Public Library is
hosting a series of Lewis & Clark programs on Tuesday evenings at 7:30PM.
The series began on September 14th, but there's more to come. Here's a look
at the programs coming up:
9/21/04: Songs
Lewis & Clark Might Have Sung, presented by Mary Vickery from
Vermillion, SD.
9/28/04: Uniforms & Equipment for
the Men of the Expedition, presented by Robert Dorian from Leavenworth,
KS.
10/5/04: The Expedition from the Sac
and Fox Perspective, presented by Sandra Massey of the Sac and Fox Nation
of Oklahoma.
This series is sponsored by the Missouri Humanities
Council in partnership with Humanities Iowa. The programs are open to the

3) Onawa Holds Fundraiser: Onawa Public Library is
hosting a "Salad & Dessert Luncheon Style Show" this Saturday September 25th
at the Onawa Community Center. Lunch will be served at 11:30AM, with the style
show to follow. Tickets are $15.00 for adults and $5.00 for children aged 10
and younger, with all proceeds going to support the library building fund. While
you can purchase tickets at-the-door, you're still asked to pre-register so that
planners have an accurate headcount for lunch. Contact Lori Beck at Onawa

Alton Dedicates New Library: Northwest Iowa libraries are invited to
the Dedication and Grand Opening of the new Alton Public Library, scheduled for
Thursday September 30, 2004. The open house runs from 1:00--8:00PM, with a
program planned for 2:00PM. The new library's address is 605 10th Street,
directly across the street from the Catholic Church and grade school. Contact

5) Last Call to Conference: This
summer, MONDAY MORNING EYE-OPENER presented a series of 5 "ILA Conference
Commercials" to spark interest in this year's conference here in Sioux City. So
with the conference fast approaching (October 13--15) consider this the last
call;-)
The fun begins Tuesday October 12th, when we'll be
"Puttin' on the Glitz" at the downtown Orpheum
Theater. Wednesday marks the grand
opening of the exhibits, followed that evening with a dance
band at the Martin Ballroom. Thursday night's banquet
features Iowa mystery author Donald
Harstad. There are 5
preconferences on Wednesday, with 30
breakout sessions to choose from on Thursday/Friday. Author Elizabeth McCracken (NIAGARA FALLS ALL OVER
AGAIN) closes the conference at the Friday luncheon. Lots of
educational--and entertaining--events on tap. We hope you're making plans to
attend.
Please note that September 30th is the deadline for
early-bird registration. If you're planning to attend, but not yet registered,
getting that done before September 30th saves $25.00. For example, the fee for
the full conference (Thursday/Friday) for a personal member is $75.00 now
VS $100.00 after September 30th. And
another reminder: if you're not yet an ILA member, memberships are 1/2 price if

We've got a couple of staff members getting ready to
renew their certifications with the State Library, and we're counting up CE
hours. Did Pat approach you about awarding CE credit for our in-house Gates
self-study? Last fall each of our staff members went through the book that came
with the Gates computers, The Computer Companion: 30 practical lessons.
The lessons take an hour or so per lesson. What do you think?
They will need to put in a learning
Activity Learning Summery and may gain 1 hour for each

has come to mean anyone who argues a position that he does not believe
in, simply for the sake of
arguing and/or promoting discussion; or to present a counter argument
for a position he does believe in to another debater, for the purpose
of testing the

How Americans Use Instant Messaging [Pew Internet & American Life
Project]
"The [0]Wikimedia Foundation announced today the creation of
the one millionth article in [1]Wikipedia. Started in January 2001,
Wikipedia is currently both the world's largest encyclopedia and
fastest-growing, with articles under active development in over 100
languages. Nearly 2,500 new articles are added to Wikipedia each day,
along with ten times that number of updates to existing
articles. Wikipedia now ranks as one of the ten most popular reference
sites on the Internet, according to [2]Alexa.com. It is increasingly
used as a resource by students, journalists, and anyone who needs a
starting point for research. Wikipedia's rate of growth has continued
to increase in recent months, and at its current pace Wikipedia will
double in size again by next spring."

B.E.A.R. Forms
Many service providers are offering the option to receive a
discount on monthly services instead of requiring the submission of the
B.E.A.R. form. Consortia policy is to take discounts only*. This was communicated to all service
providers in the Consortia package sent to service providers last fall, a copy
of which was sent to you.
As the proper forms have been submitted, (see below) please
double check your bills from service providers to verify you are receiving the
discount. Please let us know if you have
or have not received a discount. Thank you for your assistance.

- Prior to 2004 the choice of
discount or B.E.A.R. was with Service Provider; with 2004 the choice is
with applicant. Starting FY2005
[July 2005 – June 2006] Consortia will no longer do B.E.A.R. forms except
at the specific written request of the library, and for cause.
FCC
Registration Numbers
It
appears that we are going to need to get FCC Registration Numbers. In order to get this number we are going to need
some information form you. This may be a
little difficult so you may wish to start gathering the following data now.
- TIN [Taxpayer Identification
Number] usually an EIN [Employer Identification Number]. NOTE: Your
library may (probably) uses the city EIN so you may need to get it from
the clerk.
- Check and see if the city
already has a FCC Registration Number, if the city has ANY interaction
with the FCC it should have a number; that could mean city
telecommunications utility (maybe), city operated radio station – police,
file et. al.
- IF city does not have a FCC
Registration Number the Consortia will be applying for it using the EIN
you supply, PLEASE make certain that the city clerk knows this if we are
using the city EIN. If the library
has its own EIN then you should note this transaction in the Board minutes
of the next Board meeting.
Consortia will supply a boiler plate paragraph later.
- Failure to obtain/have a FCC
Registration Number will mean NO e-rate funding.

Effective October 1, 2004, the Federal Communications Commission (FCC)
will implement its new rules further implementing the Debt Collection
Improvement Act of 1996 (DCIA). The new rules will have an impact on
anyone doing business with the FCC - including applicants for numbering
resources, schools, libraries, and other universal service
beneficiaries - who is delinquent in debt owed to the agency.
All participants in the Schools and Libraries Program that
currently hold an Entity Number or Billed Entity Number must obtain an
FCC Registration Number.
It is planned that the
Consortia will get this number for it's members, if it turns out to be
true.

2004 has been scheduled. The
classes will be 9:00-12 noon and 1:00-4:00. Day one is Teaching
Computers to the Public is
offered twice. Day two is Troubleshooting
Computers in the morning
and Computer Security in the
afternoon. Each of the classes will be limited to 25 people.
The State Library will take care of registrations. Online
registration is available.

GRANTS:
Support Staff
Grant. will make it possible for an eligible individual
(or
individuals) to attend ALA Annual in Chicago
in June 2005.
Eligibility
Requirements: Currently employed in
a
full time support staff position; Minimum of three years of experience
in an
area of technical services (acquisitions, cataloging, collection
development/management, preservation of library materials, serials); No
previous attendance at an ALA annual meeting Successful
candidates will be required to
submit a brief report describing their
experiences at the annual conference. This report will be
published
in the post-conference issue of the
ALCTS Newsletter Online and will also
be shared with
the sponsor. The ALCTS Membership
Committee will provide mentoring support for each candidate.
To apply: Send a
cover letter, resume and a brief essay (ca. 250 words) summarizing the
reasons
why attending the 2005 Annual Meeting of the American Library
Association
would be beneficial. A letter of reference from the
applicant's
supervisor, indicating the employer's support for the
application is also
required.

Successful applicants will be notified in January. All
necessary travel arrangements will be handled by ALCTS.
The American Library
Association (ALA) and the National
Endowment for the Humanities (NEH) are accepting applications for the
We The People Bookshelf on "freedom" grants. Part of the NEH's We the
People initiative, the annual grant project will award sets of 15
classic books for young readers to 1,000 libraries across the country.
Libraries interested in receiving the collection are required to
develop and host a program to introduce the collection and its theme of
freedom to students and/or patrons.
Guidelines and
applications for Round One are

until October 20, 2004.
Applications for Round Two will be
accepted from December 16, 2004 to February 16, 2005.
Building Consulting Grants
The State
Library
allocates Library Services and Technology Act (LSTA) funds to provide
Iowa libraries with building consultation. These grants allow
librarians to get professional advice from impartial consultants who
provide
guidance and recommendations to library staff, city officials and the
community on the extent and complexity of a building project. The
building consulting grants have been funded by the State Library since
fiscal year 1994. Grants of up to $2,500 will be awarded as funds
are available. A library that has
received the entire $2,500 grant is not eligible for another one.
