ANNOUNCEMENTS:

The 2005 state contracts for Baker Taylor, Ingram and Macklin are currently published.  Due to the new state accounting system, the state purchasing department is not able to publish the contracts with the pricing information online.  If you pull up the contract on the state page, you will not see the pricing information.  Purchasing has

forwarded the contract files to the State Library and the contracts are now available on the State Library web site.

Collection Development in an Electronic Age Print, CD or online? Audio, video, print or all three? DVD and/or

Making collection decisions has never been more complex, with constantly changing formats and reader interests and a proliferation of competing demands. This workshop provides tools to help selectors balance print and electronic resources.

1)  Lakeside Learning Motel Rooms:  Just a reminder that there are only 3 rooms still available in our block of rooms set aside at the Super 8 Motel in Storm Lake.  14 people have spoken for rooms; tomorrow is our deadline to release the remaining rooms in the block.  Cost is $49.00 plus tax.  State tax can be waived by bringing along your city's (or library's) tax exempt number.  However, hotel/motel tax applies regardless.  So please let us know today if you'd like to claim one of the three remaining rooms. 
 
We're expecting a truly great attendance at this year's "LAKESIDE LEARNING 2004," September 21-22.  Here's a look at the headcount.  And thanks to all for your continued interest in this 2-day event:

2)  Corner Programmers Meet in Cherokee:  The next meeting of "CORNER PROGRAMMERS" Roundtable is scheduled for September 27, 2004 at Cherokee Public Library.  CORNER PROGRAMMERS is a gathering of children/youth services librarians in Northwest Iowa, who get together 2-3 times each year to share ideas for storytimes, performers, etc.  The meeting on 9/27/04 runs from 9:30AM--12:00noon and is worth 1 c.e. credit.  Please bring along ideas and topics for discussion.  We regret that Mary Cameron from the State Library is not able to attend this time.  But for those of you who are planning to come, please  pre-register with both Mary Borgheiinck @ Cherokee P.L (cheryou@ncn.net) and with Janie Beaulieu here at NWILS (jbeauli@nwils.lib.ia.us)   
 
3)  Announcing Christine Rutherford's Retirement:  Certainly one of the saddest EYE-OPENER announcements in a long while.  On behalf of NWILS Board and staff, we regret to inform you that Christine Rutherford is retiring from Northwest Library Services effective November 19th.  Christine has been a very valuable member of our 3-person team here for 13 years.  She's fostered a wonderful rapport with Northwest libraries and colleagues across the state.  She's answered your customer's reference questions, helped your staff become more proficient users of FIRSTSEARCH and EBSCO, and ably managed NWILS E-Rate project for 45-50 Northwest libraries each year.  And she's done it always with a calm professionalism, with patience and good humor, and with a caring heart.   
 
Please join us in acknowledging Christine's contributions to Iowa libraries by attending a retirement reception in her honor here in Sioux City on November 17th.  Hosted by NWILS board and staff, the reception will be held at the Sioux City Wilbur Aalfs Library (downtown 529 Pierce Street) from 2:00--4:00PM in the Gleeson Room.  And because Northwest region is so far-flung, there will be other opportunities for goodbyes and well-wishing.  We're planning a little something at our TOWN MEETING on 9/22/04 in Storm Lake.  And if you're coming to the ILA conference in Sioux City October 13-15, you can catch up with her there too;-) 
 
NWILS Board and Advisory Council will be looking at new service and personnel options in light of Christine's departure.  We'll certainly keep you informed as plans are considered and decisions made.  In the meantime, please join us on any of these occasions in wishing Christine a well-earned, happy, and healthy retirement!  Thanks!

Q&A:

Library Levy: Is there any thing like the library Levy for counties?
There is no comparable tax for counties to levy specifically for support of a library.  Library support from counties must come from the rural services fund, per Iowa Code §331.428(2)(b). 

What is a good password?

The best passwords are easy for you to remember, but difficult for anyone else to guess.

You'll know you have chosen a secure password if it:

  • Is one you remember, so that you do not have to write it down;
  • Is at least seven or eight characters long (the longer the better);
  • Contains both uppercase and lowercase letters; and
  • Contains numbers and/or special characters (?$%^&*), as well as letters.

Avoid choosing:

  • Words that can be found in the dictionary;
  • Proper names (such as your partner's or pet's name);
  • Dates (such as birthdays and anniversaries), even with dates rearranged;
  • The same passwords that you use to log on to your computer or to access the Internet; or
  • Any personal information (such as your telephone number, your personal Web site address, or your favorite color).

Previous and Current Funding Years -- To June 2005

"...the Schools and Libraries Division (SLD) of the Universal Service Administrative Co. (USAC), the agency that administers the eRate, stopped issuing funding commitment letters for the 2004 program year on Aug. 3 so USAC could adopt government accounting standards by Oct.1.

The switchover was ordered by the Federal Communications Commission (FCC), which oversees USAC and the eRate, to bring USAC's finances in accord with its own. But the delay leaves some $3.28 billion in 2004 requests still hanging in the balance with the 2005 application period expected to begin in November, according to calculations by the eRate consulting firm Funds for Learning LLC.

Effective October 1, 2004, the Federal Communications Commission (FCC) will implement its new rules further implementing the Debt Collection Improvement Act of 1996 (DCIA). The new rules will have an impact on anyone doing business with the FCC - including applicants for numbering resources, schools, libraries, and other universal service beneficiaries - who is delinquent in debt owed to the agency.

All participants in the Schools and Libraries Program that currently hold an Entity Number or Billed Entity Number must obtain an FCC Registration Number.
It is planned that the Consortia will get this number for it's members, if it turns out to be true.

Gates Training for Fall 2004 has been scheduled.   The classes will be 9:00-12 noon  and 1:00-4:00.  Day one is Teaching Computers to the Public is offered twice.  Day two is Troubleshooting Computers in the morning and Computer Security in the afternoon.  Each of the classes will be limited to 25 people.  The State Library will take care of registrations.   Online registration is available.

GRANTS:
 

The Association for Library Collections & Technical Services (ALCTS) is pleased to announce the establishment of a Support Staff Grant. Underwritten by a generous contribution from Sage Publications, the Support Staff Grant will make it possible for an eligible individual (or individuals) to attend ALA Annual in Chicago in June 2005.

 Eligibility Requirements:  Currently employed in a full time support staff position; Minimum of three years of experience in an area of technical services (acquisitions, cataloging, collection development/management, preservation of library materials, serials); No previous attendance at an ALA annual meeting  Successful candidates will be required to submit a brief report  describing their experiences at the annual conference.  This report will  be published in the post-conference issue of the

ALCTS Newsletter Online  and will also be shared with the sponsor.  The ALCTS Membership Committee will provide mentoring support for each candidate.

 To apply: Send a cover letter, resume and a brief essay (ca. 250 words) summarizing the reasons why attending the 2005 Annual Meeting of the  American Library Association would be beneficial.  A letter of reference  from the applicant's supervisor, indicating the employer's support for  the application is also required.

Successful applicants will be notified in January.  All necessary travel arrangements will be handled by ALCTS.

The American Library Association (ALA) and the National Endowment for the Humanities (NEH) are accepting applications for the We The People Bookshelf on "freedom" grants. Part of the NEH's We the People initiative, the annual grant project will award sets of 15 classic books for young readers to 1,000 libraries across the country. Libraries interested in receiving the collection are required to develop and host a program to introduce the collection and its theme of freedom to students and/or patrons.
 
Guidelines and applications for Round One are available online at www.ala.org/wethepeople until October 20, 2004. Applications for Round Two will be accepted from December 16, 2004 to February 16, 2005.

Building Consulting Grants

The State Library allocates Library Services and Technology Act (LSTA) funds to provide Iowa libraries with building consultation.  These grants allow librarians to get professional advice from impartial consultants who provide guidance and recommendations to library staff, city officials and the community on the extent and complexity of a building project.  The building consulting grants have been funded by the State Library since fiscal year 1994.  Grants of up to $2,500 will be awarded as funds are available. A library that has received the entire $2,500 grant is not eligible for another one.
