Friday Notes 2. An on-line resource for NEILSA Librarians

Key to colors:
New stuff will be in plain old black, as will section headings usually bold or Italic.
Old stuff will be in purple.
Stuff I'm harping on will be in Red.
Other colors will be for making some kind of a point.
Maroon & Bold are for my editorial comments/ jokes & "stuff".

Van Service: AEA 267 - August 16 start up for fall.

AEA 1 (Keystone) Aug 17 fall delivery starts.
NEILSA first run to Keystone will be Today -- Friday Aug. 13.

REMINDER: IF you use the van service for an ILL you may NOT charge for the ILL materials.

Downside? Any library found to be charging for ILL transported via van will lose van service privileges.

OK I hear you: Several people have asked:

At 01:29 PM 8/6/2004, you wrote:

Your (Ken's) note about ILL and charging.

Does your note mean you cannot charge for postage then use the van postage free at NEILSA expense?

Yes.

Does it mean you cannot charge for ILL?

No. But I think it is a bad precedent, most likely for reasons that you already know. If you do decide to charge for ILL, other than van, you have a bit of a bookkeeping problem to keep the accounts seperated and document that you have not charged for ILL that went by the van service.

Does it apply to both?

Nope, only van service.

People drive here from places that do charge so we know some libraries charge for one or the other.

Yes, so do the AEA and school people, who often complain to us (NEILSA) about what they thought was a "free" service. When I get those calls I take it as an oppertunity to explanin Open Access and encourge the patron to take an active part in getting the program fully funded, occasionally it is also a chance to explain library funding, or lack thereof.
AEA has told us that if libraries charge for van use we (NEILSA) will lose the van service. We are concerned.

ANNOUNCEMENTS:

There is a new voice at NEILSA; meet Susan:

Susan Macken is a graduate of the University of Northern Iowa. She majored in history and minored in Library Science. Susan received her secondary teaching certificate in history and as a School Library Media Specialist. She is a member of the educational honor society, Kappa Delta Pi.

After graduation, Susan accepted a position at Waverly Public Library where she worked in the adult services area and helped convert the card catalog system to a computerized system. After working at WPL for one year, Susan accepted a position at Wapsie Valley High School as the school media specialist. She joined the Iowa Educational Media Association. After five years, Susan’s position was eliminated due to budget cuts.

Susan accepted a part-time position with Waverly Public Library where she worked circulation, reference, inter-library loan, and cataloging. On the days she was not at the library, Susan was able to accept substitute teaching jobs. Her most interesting sub-job was teaching all 8 grades at a local Amish school (complete with out-house!). Susan has maintained her Level 5 Public Library Certification. Susan was at WPL for 6 years and decided to accept a full-time position with NEILSA. Its hard to leave good companions and an enjoyable job, but she looks forward to meeting new people and learn new aspects of librarianship.

At home, Susan and her husband, Jerry, live on an acreage where they had milked Holstein dairy cows. Children, Elizabeth (16) and Jonathan (13), help populate the place with numerous pets and 4-H projects and keep their parents running to numerous exta-curricular activities. As a family, we enjoy attending our Karate class, kayaking, camping, and traveling.

Enrich Iowa Letter of Agreement for FY 2005

With the due date just 7 days away [Aug 20 postmark], several NEILSA public libraries have not yet returned the Enrich Iowa Letter of Agreement for FY 2005. The agreement was mailed to every public library and is also on the web at:

EYE-OPENER: (unedited)

Good Morning! This time in EYE-OPENER:

1) ILA Conference Commercials

2) State Library Commission Approves New Standards

3) Lakeside Learning Motel Rooms

4) Meetings and Events This Week

1) ILA Conference Commercials: In the third installment of "ILA Conference Commercials," here's a look at both educational and entertainment events on Wednesday of conference week (October 13-15 in Sioux City)
Note the term "full conference" refers to Thursday and Friday sessions. But remember the kick-off is actually Tuesday night (Oct. 12th) with "Puttin' On The Glitz," offering sandwiches and sodas at the downtown Wilbur Aalfs Library, followed by a tour of Sioux City's historic Orpheum Theater.
Wednesday's education sessions are referred to as "pre-conferences." This year, there are 5 to choose from, all running from 10:00AM--3:00PM. Note there are separate registration fees to attend the pre-conferences. For full details, refer to the July issue of THE CATALYST or the ILA website at www.iowalibraryassociation.org -- or contact NWILS for further information. Here's a look:

  • First Amendment Warriors {David Ferree: Ames Public Library Trustee and Barbara Mack: Iowa State University Professor}
  • Along the River's Edge: Discover Historic Sioux City {tour of Sioux City historical sites, including the new Lewis & Clark Interpretive Center}
  • Pay Equity {Paula Singer: President of the Singer Group, Baltimore MD}
  • Getting Organized for the Information Technologist {Dreama Deskins: Deskins Consulting Group, Boone IA}
  • Puppetry Made Easy in the Storytime Room {Dr. Sue Unger: Educator and Founder of M.S. Creations, Bolivar MO}
Conference goers always look forward to the Grand Opening of the Exhibits. It's another Wednesday event, from 3:30PM--6:30PM at the Convention Center. Take advantage of this prime time to tour the exhibits while sampling wonderful hors d'oeuvres. Then join us in the newly renovated Martin Ballroom, an easy stroll from the Convention Center and the Plaza Hotel via the skywalk. There, you'll enjoy an assortment of delectable desserts, along with wine, beer, and coffee brought to you by Leo A. Daly Architects, INC. And for your after-dinner-dancing pleasure, THE EMBERS, "Siouxland's Favorite Dance Band," will perform in the Martin Ballroom from 7:00--10:00PM. A full day--and a fun evening--in store for Wednesday of conference week. Don't miss it:-)
2) State Library Commission Approves New Standards: At its August 3 meeting, the Iowa Commission of Libraries approved the 4th edition of In Service to Iowa: Public Library Measures of Quality. The new standards go into effect October 1, 2004. A copy of the new standards booklet will be mailed to public libraries as soon as they are printed; the goal is early September. In the meantime, the entire text is available on the State Library's website: www.silo.lib.ia.us From the opening page, click on "FOR AND ABOUT IOWA LIBRARIES" and then click on "ACCREDITATION AND STANDARDS."
Just last month, the State Library and the Standards Advisory Task Force sponsored two information sessions over the ICN highlighting some of the changes between the 1997 edition and today's edition. If you missed attending, you can now borrow a videotape of those ICN sessions from the State Library.
The voluntary Accreditation and Standards Program encourages the ongoing development of high quality library services in Iowa. Out of 543 public libraries in the state, 525 (96.6%) are currently participating in the standards program. There are currently 266 accredited public libraries. As you know, the number of standards a library is able to meet becomes the basis of receiving DIRECT STATE AID. To be funded in Tier 1, public libraries must meet 16 of the standards. To be funded in Tier 2, libraries must meet another 12 standards. And to be funded in Tier 3, libraries must be fully accredited.
For many years, NWILS has had a board training program available called "RAISING OUR STANDARDS." In light of these new requirements, if you'd like to schedule this program at your local library--or even better for all the libraries in your county--it's available for the asking. Just email me or call to schedule; the earliest opportunity on the calendar is November. In the meantime, the State Library's website explains the implementation timeframe for the new standards--and for the next round of accreditation applications. Visit www.silo.lib.ia.us or contact Gerry Rowland at the State Library (800-248-4483 / gerry.rowland@lib.state.ia.us )
3) Lakeside Learning Motel Rooms: In light of other workshop cancellations recently, we're delighted that registrations for this year's LAKESIDE LEARNING are already very brisk! LAKESIDE LEARNING 2004 takes place September 21--22 at Buena Vista University in Storm Lake. The workshop on Day 1 is called "I Dream of Genealogy." The nighttime program is called "Dinner and a Movie" featuring a video titled "Solving Difficult Situations;" a roundtable discussion follows. And Day 2 is the every popular "Town Meeting" with the State Library road crew! See NWILS website for all details and online registration: http://www.nwils.lib.ia.us/class.html
Each year, a number of people opt to stay overnight in Storm Lake for this 2-day event. NWILS has booked a block of rooms at the Super 8 in Storm Lake. There are 10 rooms in the block, with 2 smoking and 8 non-smoking. All rooms have 2 full-size beds and cost $49.00 plus tax. State tax can be waived by bringing your city's (or library's) tax-exempt number with you. However, the hotel/motel tax applies regardless. Please email Christine if you'd like to reserve one of these rooms. Super 8 needs us to fax them a listing of all the names (including who is rooming with whom) by September 14th. Think about it and let us know as soon as possible. And thanks for your continued interest in LAKESIDE LEARNING!
4) Meetings and Events This Week: A brand new workshop takes place this week. The Pathfinder Project workshops are scheduled for tomorrow August 10th here in Sioux City at Western Hills AEA 12 and again on Thursday August 12th at Manson High School. Both days, registration is at 9:00AM, with the workshop running from 9:30--12:30. This class is worth 3 c.e. credits, with more in the offing if you choose to do homework:-) A reminder of what to bring with you: a pathfinder topic idea to work on, your FirstSearch account authorization and password, and your EBSCO account login and password.
See you in Sioux City and Manson this week...thanks for reading!

Delays, Dismay For Hotmail And Google - cliped editorial

Last week ended with two delays that are likely to show up in the news again before too long. First, let's talk about Hotmail. Back in July, there was an announcement that Hotmail users would see a bump in their storage capacity. Guess what? They're still waiting.

This all began mid-spring when Google's Gmail beta offered users 1GB of storage. Yahoo responded with 100MB, and Hotmail announced 250MB. The fact Redmond can't muster up 250MB is puzzling, but admittedly they've had their hands full with patching IE, the delays to XP Service Pack 2 (that hit Friday), and Longhorn -- let's not speculate about when that will arrive. At least Ballmer's brigade is consistent: they're always late.

The other delay had more than just e-mail users fretting: the Google IPO. September is the latest target, but that's

not set in stone. The "official" reasons -- administrative delays, investor skepticism, and violations of federal

securities laws -- don't inspire confidence.

Unless you've had a news embargo going for the last year, you know about the Google IPO. The next Netscape, the next VA Linux, the next…well you get the idea. This IPO has more riding on it that just Silicon Valley paper millionaires, it's evolved into the tea leafs for a tech resurgence. I'm by no means the first to say it, but that's too much for even Google's broad shoulders to carry.

Nonetheless, Google's offering is going to be a bellwether, an indicator, a divining rod whether we like it our not. That I'd rather gripe about where those 250MB are than lament the disappearance of a $36 billion IPO is

certain. Stay tuned.

"I have produced an 8 1/2 by 11 Open Access poster. ...the poster is in PDF format."
"We noted that Open Access is a state-funded program (albeit under-funded), and there is a line about returning borrowed items to your own library or any participating library. Given recent Iowalib discussions, this may give you an opportunity to educate people about how Open Access works, and gently tell them that they can take books back to the library they borrowed them from if they are headed there anyway."
OR you could encourage the people to contact their legislator(s) and encourage
the full funding of this program that has a DIRECT benefit to Iowans.
To access the poster, go to http://www.silo.lib.ia.us and check under news and announcements.

A new bookmark for Open Access is now available at http://www.silo.lib.ia.us - look under News and Announcements. These print both sides.

Also, check out the new bookmark for HealthInfoIowa. This is an excellent source for online consumer health information. Students will be heading back to school soon, so you may want to tell them about this web site when they begin doing research for school projects and papers. The HealthInfoIowa bookmark is one sided.

CE: {That would be classes with credits toward recertification.}
NEILSA provides and/or teaches continuing education classes on topics that are specific to the needs of the librarians AND that are not offered elsewhere. For example: while we certainly have the expertise to teach a class on completing and filing the SLD e-rate forms, we have no intention of doing a class on the subject. Why? Because: 1. Pamela Pfitzenmaier, Ph.D. Director, Educational Telecommunications, Iowa Public Television teaches a fine series of ICN classes on the topic and
2. most of the NE libraries are in the Consortia and so do not need the detailed information about Forms 470, 471, 472, 486 and on and on and....

What we do offer is 1 and 2 hour sessions on specific topics at county meetings at no charge for an appropriate number of credits toward recertification. We also offer classes on library specific topics, such as the Cataloging class and the upcoming "Get Organized" class for librarians and trustees. If you need a class on bookkeeping you can get it at our fine community colleges or in some high schools adult education offerings.
Finally, we also offer a Mentoring program, special classes for boards, and individual topic(s) of concern classes. But all of these are offered to individuals or to specific libraries and are not (generally) announced to all.

You are also encouraged to attend classes offered by other LSA's, announced classes offered by BCR, or classes offered through the State Library CE catalog. On several occasions the Friday Notes 2 has promoted classes offered by other organizations such as the "Preservation 101" series offered by ICPC, or the tutorials offered by ALA, Self Directed Learning Opportunities and classes offered by Web Junction.

IF you need something, you have but to ask and NEILSA will be happy to help you find what you need, develop an individual education plan or investigate a topic of interest to you. BUT you have to ask, we gave up our mind reader with the last budget cut.

SO:
When we say CE or x ce's that is code for "A class that has/provides credits for continuing education toward public librarian recertification under the State Library of Iowa's librarian certification program".

Target dates for LIBRARY 101 in Fall 2004 they are:
September 30th NEILSA sites will be Fayette & Hudson Public Libraries
December 10th

Part of the NEH's We the People initiative, the annual grant project will award sets of 15 classic books for young readers to 1,000 libraries across the country. Libraries interested in receiving the collection are required to develop and host a program to introduce the collection and its theme of freedom to students and/or patrons.

By Sept. 15: Ezra Jack Keats Foundation 16th Annual Minigrant Program will award minigrants of $350 (a total of $40,000) to public libraries and public school libraries for innovative and imaginative programs that combat illiteracy. Contact: Deborah Pope, dpope@Ezra-Jack-Keats.org; http://www.ezra-jack-keats.org/programs/minigrants.htm

Building Consulting Grants

The State Library allocates Library Services and Technology Act (LSTA) funds to provide Iowa libraries with building consultation. These grants allow librarians to get professional advice from impartial consultants who provide guidance and recommendations to library staff, city officials and the community on the extent and complexity of a building project. The building consulting grants have been funded by the State Library since fiscal year 1994. Grants of up to $2,500 will be awarded as funds are available. A library that has received the entire $2,500 grant is not eligible for another one.
