I’m sure you’ve all heard the
book chosen for the 2005 All Iowa Reads project is Master Butchers
Singing Club by Louise Erdrich. Thanks to the Iowa Center for
the Book, NEILSA (along with the other 6 LSAs) has multiple copies of Master
Butchers Singing Club that we're ready to lend to any Northeast
library sponsoring a book discussion in the coming year. Here's
the plan:
NEILSA received 18 paperbacks, plus 2 large prints, 1 audiotape and 1
CD version. We've divided them into 2 sets of 9 books. On a
first-call-first-registered basis, we'll schedule use of the sets for a
calendar month at a time. Once your discussion group has
finished, check for an enclosed list to see who is next in line.
If there isn’t a list, just give Denise a call. We're asking each
library to ship them on to the next destination. So rather than
have you mail the boxes back to Waterloo for us to turn around and mail
them out again, we're asking you to route them amongst each other.
If you need the large type, audiotape or CD version – let Denise
know. We’ll be booking and mailing them separately. We
think this will greatly streamline the process and use everyone's time
– and postage – most effectively. Many thanks to the Center for
the Book for their generosity! The sets are ready to circulate in
January, so call early if you’ve got a group ready to jump

Events This Week
1) Governor's Education Forums: The Governor's
Office has been holding a series of education forums around the state. ILA's
Governmental Affairs Committee (GAC) is asking school and public library staff,
as well as public library trustees, to attend one of these hearings closest to home and voice support for library
service at all levels. First Lady Christie Vilsack has attended most of the sessions and speaks of her
interests in community education. This is a great opportunity to step up
as library advocates and share your stories about libraries as partners in
education. The
hearing in Northwest Iowa is scheduled for this
Wednesday December 8th,
7:00--8:30PM, at Sioux Center High School (550 9th Street Northeast, in
the high school's TePaske Theater)
Here's a testimonial
from Anne Marie Kraus, a school media specialist from Iowa City; she attended
and shares her experience:
"...I attended at
Prairie High School in Cedar Rapids. I
found the entire presentation to be upbeat, positive, and supported by a year's
worth of research done by the the "Iowa Learns Council." The governor presented
a self-critical look at Iowa schools, stating that while Iowa schools are
excellent in many regards, there are definitely areas to improve upon if we are to remain competitive...Christie Vilsack included a strong support
statement for librarians. Time was devoted to the dilemma of the working family
and the inability of parents to afford or carry out the best practices for their
children. Not only did the governor provide a strong argument for supporting and
expanding early childhood education, but also addressed the issue of academic
rigor in the high school...There was a
strong showing of librarians who came to the microphone with questions. To me, the answers were supportive. When I
addressed the issue of pink-slipping librarians, and restoring school librarians to the Iowa Code, the governor
responded favorably, and continued to refer to my comments while answering other
questions...He had a lot of confidence
that this new legislature will support education more energetically; he said ALL
candidates, Democratic and Republican, ran on education, and he's holding them
to that campaign promise.."

Iowa library staff and advocates for attending this forum in Sioux Center this
Wednesday night. Your help is needed in telling the library's story at all
levels--and you'll have the ear of the Governor in doing just that!

E-Rate Training Over the ICN: The Department of Education begins a
series of E-Rate training sessions this week over the ICN. This week and next,
Pam Pfitzenmaier from D.E. will present information on the new E-Rate Form 471.
Please note: there are new 471 forms this year and even seasoned E-Rate veterans
will want to attend this program. The Form 471 training sessions are happening
December 9, 13, 15, and 16. For each date, the time is 3:30--5:30. These
are repeat sessions, so you only need to choose one date. ICN rooms are chosen
based on your request. I can tell you that Sioux City P.L. and Orange City P.L.
are scheduled and confirmed, but at this writing, I don't know of other
Northwest locations that might have been requested. To request an ICN site near
you, send an email to Debbie Fiscus at Iowa Public Television (debbie@iptv.org) In your email, let her know your desired training date(s) and
preferred ICN location(s).
3) E-Rate Assistance at
NWILS: Speaking of E-Rate issues, I'm happy to report that
transitioning our E-Rate services is going quite smoothly, thanks to Sue
Kroesche from Orange City. NWILS is contracting with Sue in the position of
"Special Projects Coordinator." She has ramped up very quickly and is doing
much of the work from her home, although she does work here at NWILS office a
few days each month. In addition to providing E-Rate management assistance to
40+ libraries this season, Sue will also be working with us on c.e. planning and
website development. As explained in an earlier EYE-OPENER, you're
welcome to continue calling NWILS office with E-Rate questions; we'll happily
answer what we can--and refer what we can't:-) Or you can always contact Sue
directly in Orange City. Again, here are your contact
options:

Advocatvs
Diaboli: This term
has come to mean anyone who argues a position that he does not believe
in, simply for the sake of
arguing and/or promoting discussion; or to present a counter argument
for a position he does believe in to another debater, for the purpose
of testing the
quality of the counter argument and identifying weaknesses in his own
argument.
Statement:
One of you who writes with comments & suggestions (you know who
you are) made the following observation (edited): Ken, you are using
the wrong term (deadline) with librarians you (Ken) should be calling
them Due Dates because you (Ken and State Library) hardly ever mean
it. You set a date and then let the slackers get by with it, just like
the libraries do.
Answer: Good point, except there are some "...your goose is cooked
after dates." e.g. if the forms 471 is not in by the "close of window"
it is just so much paper/electrons. SO, just to make it clear e-rate
will now come with "due dates" you miss the "due date" and it is
overdue, things that are overdue have "fines" Last year several
libraries received less than the full discount because they were
overdue on something and it cost them.
Since the Consortia application is an "one for all application", any
one person overdue makes everyone overdue - that is why the application
for this year (2004 - 2005) is still "IN Review" see below. Note from Judy:
So the new procedure is:
Everything will go out with a Due Date, for example the LOA packer was to be returned by 12/1/2004.
Everything not back by the Due Date will usually receive a one week
extension unless it is "on hold" for something else, for example
holding up the entire application for everyone. IF POSSIBLE any
overdue will receive one "renewal" notice, if not the overdue will
cause a "loss of privileges" for one year i.e. Your Funding Request
will be canceled so that the others can go through.
The LSA's and the State Library are notoriously flexible and friendly, but the e-rate is a Federal Program.
The GOOD news:
The Senate just approved H.R. 5419 before adjourning sine die. It
was the very last measure approved by the 108th Congress.
Let the funding commitments roll!!!

HR5419 only covers one year, next years commitments may be back in limbo.
Note from Judy: Check your 471 application status. Go to the SLD
web site. http://www.sl.universalservice.org/ In the left blue
column, under Tools, click Form 471 application status. Type in your entity number. {NEILSA Consortia # for FY 2004 is 132214} The top portion is just definitions of the codes. Scroll
down to the bottom and look at your application numbers. {NEILSA Consortia # for FY 2004 are 390097 (POTS) & 390106 (Internet)}
A status of FCDL is good in that you should be receiving your
commitment letter soon. If the status is Complete, read the
definitions. SLD does not have record of your Block 6 certification.
A Complete code would not be a good thing. You need to follow up on
this by calling the 888-276-8736 {Don't bother it is all junk/tests et. al.}
number. Be patient and click through the prompted numbers and you
finally get a person to talk to. In Review means PIA is still looking
at it. If they have not called you with questions {they have}
or it has been In Review status for a long time, you should also follow
up just to make sure things are moving along. In Review is the status
before FCDL and all applications must goes through this process.
FYI, the ICN video conferencing application is still In Review. {NEILSA Consortia # for FY 2004 are: "Your
Form 471 is being reviewed for compliance with FCC rules by the Program
Integrity Assurance (PIA) group. You may be contacted by PIA during the
review process." xx due date above} It will do no good to call them;
Susan & I talk to them about 3 times a week.
There seems to be a lot of confusion about the e-rate
program, especially among those who have never taken any training about
the program, the Consortia suggestion is that you consider attending
one of the classed on the ICN,

Technology Plan(s):
If you are planning to apply for e-rate discounts for Year
2005 that begins July 1, 2005, you must have a technology plan that
covers the period from July 1, 2005 to June 30, 2006. If your
current plan ends
December 31, 2005, you must send in a plan to cover that six
months. You can send an update covering the time period or you can send
in a new three-year plan. Make sure that if submitting a new
plan, you review the information on the State Library web site.
All plans must have the five required sections. Especially review
section V- Intent to Use. Wording has been added so that I can certify
that you have sufficient funds on hand to pay for the non-discounted
portion. The budget sheet there is meant to be helpful to you.
Send to me if completed. Any new submitted plans should at
minimum have similar wording to that printed in "red" lettering under
section V.

completed it. The State Library will accept these certificates
toward public librarian re-certification.

GRANTS:
The American Library Association (ALA) Public Programs
Office and National Video Resources (NVR) are accepting grant
applications from libraries of all types that are interested in hosting
The World War I Years: America Becomes a World Power,
a new film viewing and discussion series. Support for the series is
provided by the National Endowment for the Humanities (NEH).
Libraries interested in presenting the series can download the

must be received by January 31, 2005.

Linking Libraries, Communities and Culture
The American
Library
Association (ALA) and the National
Endowment for the Humanities (NEH) are accepting applications for the We The People Bookshelf on
"freedom" grants. Part of the NEH's We the
People initiative, the annual grant project will award sets of 15
classic books for young readers to 1,000 libraries across the country.
Libraries interested in receiving the collection are required to
develop and host a program to introduce the collection and its theme of
freedom to students and/or patrons.
Guidelines

applications for Round One are

Applications for Round Two will be
accepted from December 16, 2004 to February 16, 2005.
Building Consulting
Grants
The
State
Library
allocates Library Services and Technology Act (LSTA) funds to provide
Iowa libraries with building consultation. These grants allow
librarians to get professional advice from impartial consultants who
provide
guidance and recommendations to library staff, city officials and the
community on the extent and complexity of a building project. The
building consulting grants have been funded by the State Library since
fiscal year 1994. Grants of up to $2,500 will be awarded as funds
are available. A library that has
received the entire $2,500 grant is not eligible for another one.
