The National Heart, Lung, and Blood Institute wants to redefine downward the definition of "normal" blood pressure readings, and has tried to create a new condition which it calls pre-hypertension.

In this era, when the economy is still struggling to recover from recession, when the cost of health insurance is accelerating, and as a result more companies are deciding whether to limit or take away health coverage benefits from employees and retirees, the HLBI now wants to redefine 20 million healthy people  as sick and in need of medical treatment. 

Just who will benefit from this redefinition?  Surely not the new patients, or their employers.  Gee, there has to be somebody.  .  .
