The Dublin Core is a metadata standard for describing content resources. It's an expressive standard, and one that I hope will gain wide-spread use. I think it will probably be used in conjunction with other standards such as RDF. I can imagine a news feed API like RSS where the items are described with the Dublin Core so that they are easy to classify and categorize.
