Toni Kistner  weighs in with a quick peek at GSA's telework activities in GSA's telework update (Network World's Telework Beat, 03/16/04). In the interview Stan Kaczmarczyk, GSA's top dog in the telework arena paints a discouraging picture of the limits they have to deal with to make progress:

"We try to get people to increase their telework implentations without actually having any authority to force them to do anything. Sometimes Congress has weighed in with legislation to try and help telework along. So we provided Congress this feedback and hopefully [the members] will find it useful. Obviously we can't create legislation or go any further than to say this makes good business sense, to encourage it, and to help the agencies work through whatever issues they have on a case by case basis, whether it's the technology, the mechanics of it, the culture change. We're trying to move this forward in every way we can."

So if I understand Mr. Kaczmarczyk correctly, it would take an act of Congress, literally, to really move things along. Apparently Congress is willing to help, but it appears they haven't hit on the right legislative lever to move this boulder along. What ideas do you have that Congress should consider enacting?
