North Korea Envoy Says Country Has 'Nuclear Deterrent' Ready To Use (VOA)

A North Korean official has been quoted as saying his country has a "nuclear deterrent" that is ready to use. Reuters news agency quotes Pyongyang's envoy to Britain, Ri Yong Ho, as saying the deterrent capability is powerful enough to deter any U.S. attack.
