To the dismay of residents, a 41,000-square-foot dirt heap is still one of the prominent landscape features in the Westport community. Last month, the town of Leland demanded that developer HWW either remove the berm and build the recreational facilities that had been promised or come up with an amendment to the community's site plan. The developer had 14 days to comply or face a $50 fine per day.
