A picture named uppermcpheesmall.jpgThe Cherry Creek News: "A new law should make it easier for drought-stricken communities to get a little help. H.B. 1039, sponsored by State Representative Kathleen Curry, D-Gunnison, will allow private water rights owners to lend water to rivers in order to maintain a steady flow. Previously, such loans could only be made when the governor declared an emergency...The bill, which officially becomes law on Aug. 10th, will limit such voluntary loans to a maximum of three years in a ten-year period. Rep. Curry proposed the legislation after several small rivers completely dried up in 2002. Several private water rights owners offered to temporarily lend water to the state but were unable to do so without a declared emergency from the governor's office."
