Pueblo Chieftain: "Pueblo and its partners in a 2004 intergovernmental agreement are working out details on a clarification of future water exchange priorities as a hearing on in-stream flows nears. 'We're hopeful in the next few days we can put something together so there won't have to be a hearing,' City Manager Dave Galli said Monday. 'I don't see any changes to the IGA, but simply some clarifications in understanding what it says.' The Colorado Water Conservation Board has scheduled a hearing for Nov. 14 on whether to apply for in-stream flows on two stretches of Arkansas River through Pueblo. Pueblo asked the CWCB - the only agency in Colorado that may hold in-stream flow rights - to apply for the right in May."
