Peter Blake asks where the Colorado Republicans really stand on Referendum C in his column in today's Rocky Mountain News [july 13, 2005, "Blake: Ref C confounds GOP"]. Blake writes, "The Democratic leadership, at least, is solidly in favor of the ballot issues, but the GOP is split and can't decide how to ride out the summer and fall campaign. Gov. Bill Owens, titular head of the party, is for the proposals. But he knows many Republicans are not and he's persuaded the party organization to hunker down and not take a stand."
