The battle over Referendum C is focusing on funding for the arts, according to the Rocky Mountain News [July 28, 2005, "Funding for arts assailed again"]. From the article, "For the second time in two weeks, taxpayer- financed art has become an issue in the battle over a November budget measure. Independence Institute President Jon Caldara, a critic of Referendum C, said Wednesday he was outraged to learn of a state-funded, online arts program for high school students that included essays about female orgasms, and anti-war videos and poems."
