Second 'Saddam tape' aired. A tape recording said to be of Saddam Hussein played on Lebanese TV urges Iraqis to expel the occupying forces. [BBC News | Front Page | UK Edition]
It is so silly to think that the main clue to authenticity of a recording is whether or not the voice is from whom it says it is, that I have no other choice than to spun my own theory about this. Osama bin Laden is dead, Saddam Hussein is dead. They are being kept alive by two things. First, is the tradition of the undead warrior in the muslim culture (this is where El Cid Campeador last battle comes from, but there are other, more important, examples). Second, is the political convenience of the US government. If Saddam is dead and Osama is dead, terrorists acts or the attacks on the US military in Iraq would need a different explanation (like, people don't like occupying forces or Saudi Arabia is the root of terrorism) and the war on terrorism would have to be tone down, before it achieves it main (political) objective.
Before you dismiss this, think about it for a moment. If you where Saddam or Osama, couldn't you record a video tape (with a 400$ mini-DV cam, edited with iMovie on a 900$ iBook!), making very clear it is recent (put a newspaper, talk about a well-known unexpected event from the day before) and post it to the web? This is easy to do without leaving any clues (don't tape exterior, send it from a Cyber Cafe in a different country where the leader is staying). I mean, this people must have money with them and a lot of power, and they can only produce a dubious audio tape? And, to top it of, there is no time clue on them! It's silly, I tell you. Even the CIA could do better, they probably want to create doubt and not certainty...
