Is this accurate reporting?
Police make first arrest in sniper case.  Police in Maryland make their first arrest in connection with a series of sniper attacks which have left six people dead.  [BBC News | Front Page]

The headline says "arrest."  The lead sentence in the artice says "they have made an arrest."  Yet, further down in the article it says that "the individual was being questioned, but that no charges have been pressed."  My question is whether taking someone into custody for questioning is the same thing as arresting them.  I don't think one can be arrested without charges.  Am I wrong?

Update (8:23 PM):  After looking up the word "arrest" in a few places, I think I may be wrong here.  But I still think the headline is misleading, perhaps intentionally exaggerated...

Update (8:32 PM):  Look - they've changed it:

Sniper investigators make arrest.  US police investigating a series of sniper attacks which have left six people dead say they have taken someone into custody.  [BBC News | WORLD]

Update (10/10/02 at 7:39 AM):  Now, the same exact newsitem makes no mention of a so-called "arrest" and has a completely different focus:
New killing linked to sniper hunt.  Police are investigating a possible ninth sniper victim¸ after a man was shot dead at a petrol station in the US state of Virginia.  [BBC News | Front Page]

Update (10/10/02 at 3:08 PM):  Unbelievably, this is the fourth rewrite of the same newsitem's headline and teaser (and the article itself) in the last 2 days:
New killing fuels US sniper fears. Police comb the scene of a fatal shooting at a petrol station in Virginia as they try to establish if the man killed is the ninth victim of a sniper. [BBC News | WORLD]

And people whine about webloggers who edit their entries!

Maybe this explains all those security flaws...

Does this speak for itself, or what?

BBC News:  "Sniper 'leaves tarot card message'.  Police in the US state of Maryland reportedly find a taunting note written on a tarot card from a sniper suspected of killing six people."

Update (10/9/02 at 6:02 PM):  This same newsitem has now turned into this headline and teaser:
"Police anger over 'sniper note' leak.  The head of the inquiry into a series of sniper attacks in the Washington DC area condemns the leaking of a note taunting the police."
