Nicholas Negroponte and others such as Richard Florida make the point that homogeneous cultures are too set to allow much innovation. This suggests that bureaucracies that seek innovation are doomed to fail. Cities and regions that are too mainstream seem not to be able to innovate well. Florida suggests that if your town is keen on spectator sport, you are in trouble. On the other hand he has learned that societies that have a high tolerance for gays are likley to accept innovation.

Adds a new meaning to diversity. Is this a reason why America has such a good record overall for innovation?
