I downloaded webdrive, a fantastic WEB DAV and FTP client that adds your web folders as if they are regular directories on your machine.  Edit them, click and drag, search.  No more WEB DAV frustrations!  20 day trial.  $40.00 to buy.

Windows XP comes with a web dav client but it is broken, apparently in several different ways.  I kept finding posts about it, but none seem to have it resolved.
