Have we recovered from the dot.com crash?

I think that the tech/IT sector is recovering from the dot.com crash.

I am not making this determination from today's pop in the tech stock sector. In talking with other IT consultants, it seems like business is picking up. I think that companies are more realistic about IT spending - most realize (finally) that IT spending only makes sense to cut costs and increase capability for the long haul.

I think that Open Source software, while hurting some commercial vendors, is generally making the state of the IT sector much healthier. I am a believer in a proper mixture of Open Source and proprietary software - both have their places and their own advantages. It is all about cost effectiveness - sometimes commercial products are more cost effective than Open Source software.
