It's time for such a regulation in the Netherlands. It should include all those hacking spammers sending viruses and similar crap. If you receive spam from Morocco, Korea or Brazil, you can be sure it was sent by one of the students of the School voor de Toekomst (School for the Future). Of course, they closely collaborate with Micro$oft (windows is a virus). It boggles the mind that so many micro$oft morons squander their time with those futile mailings (most people don't even get to see these messages, as they disappear in the bottomless pit of their junk folder). My provider, HCC, harbours lots of these rascals. Put one small message on the HCC-forum and the next day your spam increases tenfold. Ever heard of the Dutch solution? Well, it's simple. HCC provides a spam filter which will cost you, of course.
