The one-day forum will focus on new environmental information technologies and new uses of environmental information that can improve environmental compliance and performance while cutting costs. Under the authority of the Pollution Prevention Act of 1990, EPA anticipates approximately $4.5 million will be available to support pollution prevention grants to States, Tribes, and Intertribal Consortia in FY 2005 for prevention activities during FY 2006. These grant dollars are targeted at State and Tribal technical assistance programs that address the reduction or elimination of pollution by businesses across all environmental media: air, water and land. Since the inception of the grant program, EPA has awarded over $80 million.

Well-known motorists club AAA says many cars and trucks it road-tests fall far short of their government fuel-economy ratings. Using that disappointing fuel economy data from hundreds of road tests in what AAA calls real-world driving, the organization plans to endorse legislation to be introduced Thursday that would require the U.S. Environmental Protection Agency to overhaul its gas-mileage tests. Scientists who compared frogs collected over the last 150 years have discovered a dramatic increase in hermaphrodites during the times when contamination from the pesticide DDT and other chlorinated compounds was widespread. Frogs with both male and female reproductive organs were rare in the 19th and early 20th centuries but more common during the 1950s, when the largest volumes of the chemicals were used. The findings, reported Tuesday in the journal Environmental Health Perspectives, add to the growing evidence that an array of pesticides and industrial chemicals can alter the sex hormones of animals. New research from Rice University's Center for Biological and Environmental Nanotechnology finds that nanoparticles of gold and palladium are the most effective catalysts yet identified for remediation of one of the nation's most pervasive and troublesome groundwater pollutants, trichloroethene or TCE. The research, conducted by engineers at Rice and the Georgia Institute of Technology, will appear next month in the journal Environmental Science and Technology, a publication of the American Chemical Society.

Amid excitement over new advanced technology vehicles entering the market and worries about sustained high gas prices, the American Council for an Energy-Efficient Economy has announced this year's "greenest" and "meanest" vehicles, along with the environmental scorings of all model year 2005 cars and passenger trucks. The vehicle scores are part of ACEEE's Green Book Online, the eighth annual edition of ACEEE's environmental guide to cars and trucks. [Source: ClimateBiz.com]

On Feb. 18, 2005, EPA launched the new Clean Energy-Environment State Partnership Program with 11 Charter Partners, to help states develop cost-effective, environmentally beneficial clean energy strategies. The 11 Charter Partner States were: California, Colorado, Connecticut, Georgia, Minnesota, New Jersey, New Mexico, New York, Ohio, Pennsylvania and Texas. Under the voluntary program, states agree to work with EPA to develop and implement a state-specific Clean Energy-Environment State Action Plan that contains one or more clean energy-environment goals. EPA provides Partner States with access to a comprehensive technical assistance package of planning, policy, technical, analytical and information resources and helps direct them to other federal programs that support clean energy-environment strategies. In addition to receiving technical assistance from EPA, partners benefit from learning from their peers about successful programs and policies at work in other states, identifying themselves as environmental and clean energy leaders, and receiving EPA recognition for the environmental benefits that result from their efforts.
Along with the partnership program, EPA has created a new section of its Clean Energy Site devoted to state and local clean energy programs. The new area of the site describes how EPA supports state and local governments in their clean energy efforts, and gives an overview of clean energy activities at the state and local levels. It provides links to clean energy resources for state and local governments, including funding opportunities, useful Web sites, and more. EPA's State and Local Capacity Building Branch is pleased to announce the publication of a new toolkit to help state and local governments pursue energy efficiency or renewable energy projects through enforcement settlements. Under these settlements, violators may voluntarily agree to undertake Supplemental Environmental Projects (SEPs) as a way to offset a portion of their monetary penalty. The toolkit shows state and local agencies how to use SEPs as an opportunity to support new renewable energy and energy efficiency projects.
The toolkit presents the case for pursuing energy efficiency and renewable energy within settlements, provides examples in which SEPs have been used to support such projects, offers additional ideas for projects, and includes a step-by-step regulatory "road map" for pursuing SEPs. The toolkit also provides 30 pages of useful SEP resources for state and local regulators, including EPA and state SEP policies and guidance, SEP libraries, a list of contacts, a peer exchange network, sample outreach documents, cases and settlements including energy efficiency or renewable energy SEPs, and other materials.

On February 7, 2005, the State Technologies Advancement Collaborative (STAC) announced the results of its Energy Efficiency and Fossil Energy Science Solicitation. The STAC Executive Committee approved funding for eight projects valued at $6,404,119 and covering five technical areas, including energy conservation and emissions reduction.

The teams for this include clinicians, administrators, plant operations/engineering staff, support services and housekeeping and work together throughout each project. The Sheraton San Diego Hotel & Marina will feature four 250-kilowatt fuel cell power plants by year end, for a total of one megawatt. The fuel cell installation will provide baseload power to the hotel, and its waste heat will heat the pool. A 500-kilowatt fuel cell plant is also online in Santa Barbara. [EERE Network News]
