[Grants] Notice of FY 2005 Request for Proposals (RFP) for the National Lakes Assessment Planning Project (NLAPP)

Application due date: Apr 17, 2005

Grants awarded under this announcement will involve Geospatial Information. The National Lakes Assessment Planning Project (NLAPP) cooperative agreements will provide eligible applicants an opportunity to develop pilot projects to design a national lakes assessment. “Lakes” in this RFP shall include lakes, reservoirs and ponds but exclude the Great Lakes. These projects may include evaluations of various indicators of lake condition (e.g., physical, chemical, biological integrity, fishable and swimmable goals of the Clean Water Act (CWA)), sampling methods (e.g., field and lab protocols, remote sensing, etc.), interpretation tools (e.g., classification and reference condition, matrices, indices, models, etc.) and organization of expert conference and workshops.

[Grants] Market-based Approaches to Reducing Greenhouse Gas Emissions Through Energy Efficiency in Homes and Buildings

Application due date: Apr 25, 2005

U.S. EPA's Climate Protection Partnerships Division seeks to fund proposals that advance national, regional, and local energy efficiency programming by utilizing market-based approaches to program design and delivery. CPPD seeks proposals that demonstrate potential to create lasting change in the market for energy efficient products, services, and best practices.

Proposals may address one or more of the following concerns:

  • Improving energy performance in the residential market through increased use of high-efficiency products;
  • Increasing supply/market share for high efficiency products through retail, e-tail, and other sales outlets;
  • Delivering improved energy performance to existing commercial buildings (e.g., offices, schools, hotels, hospitals, supermarkets, etc.) through technology or practice;
  • Promoting improved energy performance in the commercial new construction market;

Proposals submitted for consideration should: (1) identify unique constituencies and approaches or channels for working with stakeholders; (2) demonstrate an understanding of the technologies and market structure for delivery of the technologies, or best practices, to end users; (3) identify market barriers to greater adoption of energy efficient technologies, or best practices, (4) delineate strategies for overcoming barriers identified.

Eligible entities are encouraged to submit multi-year applications. The final assistance agreement must be completed within an awarded period of performance from 24 to 36 months.

[Green chemistry] ACS Backing Green Chemistry Bill

(Source: EurekAlert News) The Green Chemistry Research and Development Act of 2005, introduced last week in the House, is being strongly supported by the American Chemical Society (ACS). The bill calls for improved federal coordination, dissemination and investment in green chemistry research and development. ACS President William Carroll said that the legislation "calls for research and innovation to encourage pollution prevention from the start" and that "green chemistry plays a critical role by concentrating on economic and environmental improvement through smarter technology and process design." The bill would call for the National Institute of Standards and Technology, the National Science Foundation, the Environmental Protection Agency and the Department of Energy to work together to enhance funding and coordination of green chemistry R&D. [Life cycle analysis] Life-Cycle Inventory Database Under Development

The National Renewable Energy Lab along with the Athena Sustainable Materials Institute, is leading an effort to develop a publicly available U.S. life-cycle inventory (LCI) database to track the environmental impact of commonly used materials, products, and processes. The project objective is to provide a central source for critically reviewed LCI data that is developed in accordance with a common research protocol, is consistent with international standards, and is maintained by a credible agency.

These products include the above "flower lamp" which 'blooms', becoming more beautiful if the energy consumption of the home has been low for a sustained period of time. [Fuel cells] Method and system for improving efficiency of fuel cell in portable devices

Patent abstract: A method of improving the operating efficiency of a fuel cell in a portable device such as a laptop or tablet PC. The efficiency is improved by using the heat produced by the CPU or other components in the PC to heat the liquid methanol for use in the anode part of the fuel cell. Liquid methanol can be heated when it is conveyed from a replenishing unit to the fuel cell via a conduit. The conduit can be embedded in a heat exchanger placed in the proximity of a CPU heat-sink. Alternatively, the conduit is placed near the heat-sink for heating the liquid methanol therein by radiation and convection. Abstract: There is disclosed a system for implementing a virtual solar cell, which virtually produces output characteristic of a solar cell that satisfies conditions such as insolation, temperature and so on, to embody the performance of a solar cell without having an actual solar cell array. The system includes a data detector, a controller, a power converter, and a data logging unit, to measure external environment information such as temperature, insolation and wind velocity, and solar cell output characteristic according thereto to construct a database. In the case that output characteristic of a solar cell installed in the place a user desires at the time a user wants is produced when an actual solar developing system is designed, the system of the invention generates a voltage-current model of the solar cell, suitable for that situation, to obtain the same input/output characteristics of the solar cell as those of an actual solar cell.
