Members of the Houston Bar Association, in their biannual evaluation of sitting judges in Texas, gave Priscilla Owen the second-lowest marks among the six judges on the Texas Supreme Court.
The poll results — culled from 1,223 responses to the HBA's questionnaire — show Owen getting the following ratings: Outstanding, 39.5%; Acceptable, 15.2%; Poor, 45.3%.
