This is the tragedy of Latin America. The fight is not for soluitions, is not for what makes sense, but rather ideological. So if state owned companies are crumbling we sell them all, when private companies are crumbling we bail them out, when private companies are successful the state either buys them or fucks them up for good (then bail them out). What we need is a set of fixed sensible rules. The solution is not to change the laws and the constitution, but to make it work. With common sense. Alas, as my teacher lazaro Recht used to say: Common sense is the least common of the senses.
