Here's the kind of thing that ends up assigned to me in our bug tracking system. Can you figure out what originator is talking about?

No, you can't. The developer who gets assigned this has no idea what is going on, and will probably just ignore it. I'd like to quote Joel on the subject:
Every good bug report needs exactly three things.
- Steps to reproduce,
- What you expected to see, and
- What you saw instead.

UW Daily Bulletin reports that UW is Halfway to foreign student goal: " The reasons [for recruiting international students] are various: cultural riches ... [blah blah blah] ... And then there's the fact that international students pay their own way and then some, with five-figure tuition fees that actually help subsidize places at the university for Canadian students."
Students, whether they are international, or just in a particular program, should not be subsidizing other students' tuition.
