...that on September 10, 2001, Congress couldn't find enough money to adequately fund inner city schools, or enough to provide basic medical care nor even the most basic shelter for all American citizens. Yet on September 12, they somehow came up with 40 BILLION dollars to, as he put it, "chase down a cave man", which by the way, they haven't yet.
Meanwhile, Congress has also not been able to muster enough votes to legislate a minimum wage for workers, adequate to pay rent in most cities in the country. The current U.S. minimum wage comes from legislation that was enacted some 40 years ago with only miniscule raises to compensate, not for the real rise in cost of living, but only for the supposed rise in the cost of groceries.
