Dave makes an excellent point on the nature of weblogs. (BTW- I love the ctrl-k, ctrl-v, Enter keyboard combo for doing hyperlinks. so darned fast, there is no excuse for not linking.) New bloggers do not effect the signal to noise ratio, as the older hands can literally ignore them, and their feeds, if they so choose. It's the old, "Don't like our show? Then change the channel" argument, only this time, the channel in question isn't even on set in the first place.
So how do people find out about hot new blogs? You can check out the RCS homepage for one. See who is posting right now, and check out what they have to say. Check and see what the people you like are reading as well. I have learned more since I started this page in February than I have in the past two years, simply because I'm getting information that experts are posting about delivered to me every hour, on the hour. Business, science, technology, politics, engineering, internet tools, the information is all out there, and quite easily harvested and served to you. Again, no secrets.
I haven't answered the question of how one gets people to notice your blog. I don't have the answer to that, if I did, I'd have more readers :) Seriously though, write well, update consistently, and link like mad. If another blogger has a comments section, use it when you have something to say that relates.
