Well, this is an important step forward.  Over-the-air provisioning is necessary to make always-on mobile wireless as useful as a wired broadband connection.  But American cellular carriers still think of smartphones as "handsets," not as computers.  They want to certify every piece of software on the handset, to make sure it can't harm their network.  They're going to have to get over that.
