Activists challenges dog leash ordinance and wins PA '... wisely, it’s illegal to let your dog run loose in York — the issue of the stupidity or meanness of animal or owner made moot by law.' It took just one  activist, Sybil Peachlum, to turn that ordinance on its head. When she protested the tickets she received from Animal Control for walking her well-behaved dog unleashed on city streets, she won. 'She could be called a gadfly, but most public officials who have crossed paths with the York woman call her other things, ranging from a pain in the posterior region to just plain nuts...'
