Utilities / Telecommunication: New Taxes, Elected PSC

The Local Competition Report reports on a telecom tax bill (SB-23) that would allow municipalities to levy a municipal telecom license tax by ordinance. The tax actually would be collected, administered and enforced by the Utah State Tax Commission. The measure also would waive requirements that taxable and nontaxable items making up a bundled service package be separated on bills. The carrier could consolidate all items into a single charge if on its books it could identify the portion of the total charge attributed to nontaxable products or services. The measure has passed both houses. 

Also, The Utah Senate has passed and sent to the house a a resolution (SJR-4) calling for a legislative investigation into whether changes in the utility industries make it necessary to transform the Utah Public Service Commission from an appointed to elected body.
