The redeployment of Iraq's Adnan Republican Guard division from the north of Iraq further south provides another indication of Saddam Hussein's overall strategy, which is as much political as it is military. Hussein hopes to ensnare US forces into a long seige of Bagdhad that will "stir up opposition on the Arab street and in European capitals to the Bush administration's drive to topple Mr. Hussein, the Iraqi leader. Baghdad's residents, in effect, would be pawns in the game. Their plight would be exploited to elicit the world's sympathy and to complicate American efforts to take the city." Whether Hussein decides on a "scorched-Earth policy" and the use of chemical weapons will depend on how these tactics can fit into his overall scheme to win world support. A scorched-Earth policy and the use of chemical weapons can slow American forces down, but not stop them. In the end, Hussein wants US forces to enter Bagdhad as occupiers, not liberators.
