From the makeshift response of Iraqi forces so far, it is possible that the Iraqi Regime may have been at least partially decapitated, leaving no one man in total control. In part, this was pre-ordained, as Hussein always planned to devolve command and control in advance of an attack by essentially splitting his country into four quadrants, each ruled by one of his henchman, while he retreated to a secret bunker to hide. However, his son Qusai was to retain ultimate control in Baghdad. With the seemingly uncoordinated Iraqi response to the attack so far, it is possible that the leadership element of the Baghdad region has been at least partially incapacitated, leaving the remaining three henchman in control of their seperate areas, and Iraq, effectively, diivided.
