While Kim and family were at the Cubs' game tonight, I was in class learning about the legislative history of workforce and job training in the U.S. Did you know that the 1982 Job Training Partnership Act (JTPA) marked a shift by the federal government away from job creation toward employing "dislocated workers"? They started putting people without jobs into existing jobs. It's true. Did you also know that the Cubs won tonight? That is also true.
