Get this... While Kim and family were at the Cubs' game tonight, I was in class learning about the legislative history of workforce and job training in the U.S. Did you know that the 1982 Job Training Partnership Act (JTPA) marked a shift by the federal government away from job creation toward employing "dislocated workers"?
