Learning To Build The Semantic Web.
A major milestone on the road towards the Semantic Web was the beginnings of good support for CSS (and XHTML) in the 5th generation web browsers.
Netscape 6.1, Mozilla, Internet Explorer 5.x and Opera 5.x all support CSS to varying degrees, with one or two flaws, but far more so than their previous generations, and enough to justify learning how to design in CSS (and XHTML).
If your readership is still stuck with using the deeply flawed buggy whip era version 3 and 4 browsers, then it’s still worth learning CSS. They’ll be dragged kicking and screaming into the 21st century eventually, anyway.
