Is Pablo Picasso Hispanic?  I don't think so.  He is Spanish.  Yet the Hispanic Culture display at the Minnesota Department of Human Services  (DHS) has his picture up among Ceasar Chavez and Gabriel Garcia Marquez
  I can think of four explanations.  1) there is some tradition of celebrating Picasso as Hispanic that I am not aware of   2)  Someone is playing a joke to see who will notice  3)  Spanish people are considered Hispanic and Pablo Picasso is the only Spaniard to rate mention on this wall display.  4)  Someone falsely believes that Spanish people are Hispanic and that Picasso is the only spaniard in history to amount to anything more than a pisshole in the sand.  At least Don Quixote should be in there.
