Notes from the ITC

The Utah Information Technology Council met this afternoon.  I noted a few things for review.

As we prepare for a new round of eGovernment initiatives, I need to review the Uniform Electronic Transactions Act (UETA) for any legal issues.  Most states have now passed a UETA bill.  Washington is one of those that has not.  I wonder why?

Any implications of federal E-Sign for these initiatives?

Some legislators keep saying Utah is primarily a rural state.  Actually, Utah is one of the most urban states in the country.  Eighty-seven percent of the population is urban.

There was a big debate over eRate.  The State Library provides these tables.

Governor Leavitt did a great job of presenting his new plan for IT in the state.

Enterprise Tracking

The State of Utah is tracking and planning in dozens of different ways.  Wade Billings has added this to the mix; a "threat" board to track the status of current projects.  Add to this the spreadsheet that Chris Heim asks IT directors to submit at a monthly IT operations meeting, PlanIT which is a statewide online system built in iPlanet (intranet application), and project planning tools, including MS Project that agencies are using internally and we're adding complexity to the enterprise.  ITS also has a nice project tracking system (internal use only) developed by the eDG.  These things somehow need to be integrated.  Wade's threat board is a good concept and one that we used for Y2K to track the status of every system in the state, but it needs to be dynamic and integrated rather than a static web document.  I'm sure that is what he is anticipating.

As we work to implement Novell Portal Services and content management tools across the enterprise, it should enable us to tie together all of these project management systems with our financial systems to determine cost-benefit, news generated through blogs or other sources, events calendaring, resource management, document control, etc.
