Purchasing for a State
State government buys a lot of stuff as suggested by this article in today's Deseret News.  Although our Division of Purchasing has seen incremental growth in buy volume, staff seldom if ever increases which means we really have to rely on technology.  Several years ago, we contracted with Office Depot to enable a system to purchase office supplies online.  We were one of their first online customers and the system worked so well that we were able to eliminate a warehouse and seven support staff (some of whom we were able to move to other functions).  Today, office supplies are delivered anywhere within 24 hours after being ordered through a secure online system.  Other components of our electronic purchasing system include the ability to search all state contracts online, preview current bid solicitations, search bid tabulations and awards, and subscribe to bid notifications.  We still envision a comprehensive catalog-based system and e-procurement is one of ten enterprise projects that will be presented to the cabinet in September.
