Mr. Sun takes a break from satire and provides a real piece of investigative blogging about one possible cause for the dismal governmental response to hurricaine Katrina.

He reveals the heavy and widespread opposition to President Bush's gutting of the all-important Emergency Management Performance Grant (EMPG) in last year's budget.  Even though everybody and his brother warned the adminstration that the cuts and spending caps were the wrong way to go, Congress adopted most of the administration's proposed cuts anyway.
