Bush's Political Problem with Iraq. I may be in a minority, but at this point I am having trouble seeing how Bush will go to war this winter. There is no doubt that he wants to. Steve: I don't think there's going to be a war this winter, either. An actual war is a lot different than the saber-rattling we've got now, and I wonder if the real will is there to do it. And, too, it might be more useful for those in power to have a bogeyman around who they can use to scare us the next time there's an election. Bush I got in trouble because too much time passed between the Gulf War I and the election; I think these guys learned the lesson to keep the two closer together.
