ZDNet, 10/25/02: Tech Budget Cuts Gut IT Headcounts, Salaries

Reducing cost is now the No. 1 IT priority for U.S. businesses, according to a recent study from Meta Group Inc. But there's not much left to cut, what with the past few years' drastic staffing reductions and contract renegotiations.
Out of a panel of 25,000 IT professionals in 34 countries that provide Meta with data on an ongoing basis, 47.6 percent said they had cut IT staff, with the majority slashing between 10 percent and 15 percent of staff.

An interview with Gail Fosler, chief economist of the Conference Board
Economics may be known as the "dismal science," but there's little that's dismal in Gail Fosler's take on the economy. In fact, Fosler, chief economist of the Conference Board, believes that a moderate economic recovery is under way and should continue through 2003. Even better for CIOs, she believes that IT spending levels could increase soon—once corporate profits, cash flow, and the availability of short-term credit improve. "Technology spending turns not on whether businesses want technology, but on whether they have the ability to buy it," Fosler wrote in a recent report.

It's been exactly a year since Microsoft launched Windows XP. So, what's the operating system kingpin doing for an encore?
Microsoft says it's all Longhorn, all the time. Platforms Group VP Jim Allchin and others on the Windows team say that Microsoft already is well on its way toward developing this next major version of Windows for clients and servers. And the fact that alleged screen shots of an early alpha Longhorn build leaked across the Web this week would seem to indicate that Microsoft is proceeding quite nicely with Longhorn.
