All the same, there's something strange happening here. I've noticed this on postings on other weblogs recently too: what look like HTML entities showing up instead of the actual intended character. For instance, I had to edit my previous posting to remove the many ' with which it was littered. I see that I have a couple of instances here also, and suspect that I'll need to edit these in turn.
Let us see. ====== Sure enough, I had to take the 'edit' option on my local home page and go back in to the text and replace those pervasive ''' instances. This is a bit of a bummer!

My goodness! Suddenly, and for no apparent reason that I can see, I've got BlogApp working! When I downloaded it originally I followed bbum's lead (from VersionTracker and his own weblog) and entered 'default' as the user name and 'http://localhost:5335/RPC2' as the URL, but BlogApp failed to set itself going. But now I've done it again (and I don't think I changed anything) -- and here I am.
Now for the acid test: I'm about to push the 'Post & Publish' button!
But, before I do that, maybe there *is* a reason for BlogApp's suddenly getting its act together. Somewhere along the way I stumbled on bbum's own RadioService app, and saw someone mention about enabling the Blogger API. So I wended my way through my Radio Preferences, found this tick box and ticked it. That's probably why BlogApp is working now.
