Hoover Dam is also the bridge between Nevada and Arizona:

It will soon be replaced by a suspension bridge just downstream from the dam. There should be an incredible view of the dam from the bridge, but I will miss the circus-like pagentry on the drive from one state to the other past giant clocks on the intake towers, one for each state and huge bronze statues. Canada has endorsed the Kyoto Protocol to reduce greenhouse gas emissions and global warming. The US was a co-author of the proposal. Bush however, made it to the White House in 2000 and then rejected the Kyoto plan. He insulted the world with his counter-proposal, which promoted increases in greenhouse gas emissions.

He described it as a decrease in the rate of increase of greenhouse gas emissions. In essence, greenhouse gas emissions are projected to increase at a certain rate, and his plan permited increases, just smaller increases than by doing nothing. I'll repeat myself from an earlier blog post - let's fire this guy.
