Canada has endorsed the Kyoto Protocol to reduce greenhouse gas emissions and global warming. The US was a co-author of the proposal. Bush however, made it to the White House in 2000 and then rejected the Kyoto plan. He insulted the world with his counter-proposal, which promoted increases in greenhouse gas emissions.
He described it as a decrease in the rate of increase of greenhouse gas emissions. In essence, greenhouse gas emissions are projected to increase at a certain rate, and his plan permited increases, just smaller increases than by doing nothing. I'll repeat myself from an earlier blog post - let's fire this guy.

If Russia signs the Kyoto Protocol, the treaty goes into effect in spite of Bush. The world community walks away from America, listens to science, and takes action. Bush, taking all his lessons from Medieval times, ignores science and is left alone in the dark.
