Kathy K. prefers the word individualist where I am using localist. Since I am talking about making decisions, and decisions are often made by groups, I needed a general term that could include more than just an individual but still exclude anything beyond that entity.
One example is good old-fashioned states rights. If Nevada wants to make pot legal, Oregon wants to allow assisted suicide, Alaska wants to drill for oil and Florida doesn't, these are not Vermont's or Washington's concern. The idea is still libertarian but local in this case means the state, not the individual.

Section 1
Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.
Does this mean the right is already there, even if Congress doesn't act?
